Early Times Report

JAMMU, Dec 17: Financial Commissioner, Health and Medical Education Department, Atal Dulloo, presided over the signing of MoU with UNDP India and Government of UT of J&K to implement Electronic Vaccine Intelligence Network- eVIN.
The eVIN is an innovative technological solution aimed at strengthening immunization supply chain system in India. Implemented by the Ministry of Health and Family Welfare with support from the United Nations Development Programme, eVIN aims to support the Government of India's Universal Immunization Programme by providing real-time information on vaccine stocks and flows, and storage temperatures across all cold chain points.
Besides, eVIN combines state-of-the-art technology, systematic record-keeping practices and a strong network of trained personnel to support state governments in addressing widespread inequities in vaccine coverage by overcoming constraints of infrastructure, monitoring and management information systems, and human resources, which often result in overstocking and stock-outs of vaccines in storage centres.
Besides, eVIN empowers cold chain handlers by building technical capacities and providing a robust decision-making tool for cold chain managers through a complete overview of vaccine replenishment times, supply and consumption patterns.
Speaking on the occasion, Atal Dulloo emphasized that this system shall improve the overall systematic record-keeping practices and establish strong network of trained personnel to support government in addressing vaccine coverage by overcoming constraints of infrastructure, monitoring and management information systems.
He said that eVIN will prove to be an effective tool towards Health System Strengthening. He directed the officers to complete eVIN trainings by July 2020. He highlighted the importance of administering quality vaccine to the beneficiaries to protect against VPD s. He also said that this system will ensure that the potency of vaccines will remain intact from manufacturer to the last cold chain point. The Meeting was attended by Bhupinder Kumar MD NHM J&K, Dr Arun Sharma Director Family Welfare, MCH and Immunization J&K, Dr Shachi Adyanthaya, National Programme Manager- System Strengthening, UNDP India, Dr Qazi Haroon, State Immunization J&K, Dr Masarat Iqbal Wani, State Nodal officer NHM.
