Influential teachers overstaying at one place over decade in Rajouri district
Concerned authority bows down before political, bureaucratic pressure

Nowshera, Jan 31: Some influential teachers deployed in various government schools in different tehsils of Rajouri district, have reportedly been overstaying at one place over decade in sheer violation of transfer policy but the concerned department shows reluctance to take action due to political and bureaucratic pressure.
Such cases of transfer violation can be seen in almost every tehsils of Rajouri district including Rajouri, Nowshera, Sunderbani, Kalakote, Kotranka etc. where teachers, lecturers of School Education department have been sitting at one school for the last 10-16 years and have been escaping transfer due to their contacts at higher ups. Moreover, it has been learnt that in many schools, some teachers never attend their duties by using many tactics.
Sources told Early Times that a female teacher, who has been working at Government Primary School Pathanmora of Educational Zone Rajouri for the last 12 years but remained absent from here duties on one pretext or other. “This teacher took one month medical leave in Sept 2017 and then again took one month medical leave in April 2018. Similarly, she availed 15 days childcare leave in May 2018, 5 days leave in August 2018, 30 days medical leave in September, again 25 days medical leave in October 2018, 4 days Childcare leave in Nov 2018, 31 days childcare leave in December 2018, one month childcare leave in Jan 2019, again one month childcare leave in February 2019.
Interestingly, in March 2019, she was deployed in other school but in the month of July in same year, the government had issued order of detachment of all teachers and asked to report in their original place of postings but she didn’t turn up in the school and being marked as on leave but as per rule no teacher can be marked on leave after 5 days, which clearly shows that teacher manipulated things in her favour and succeeded in avoiding action against her.
They further said that in GHS School Parodi in Kotranka, some teachers have been serving for the last 18 years. Similarly there are many such teachers in Nowshera, who have been sitting at one place since years in violation of transfer rules. According to transfer rules, a teacher can stay at one school for two years and in some cases three years and not more than that.
CEO Rajouri RS Sharma, when contacted said that he has received some complaints in this connection and has directed to all ZEOs to send detail of teachers in their zones who have been sitting at one school for years. “After getting detailed report, transfers of such teachers will be made,” he said.
Meanwhile, ET correspondent contacted Director School Education Jammu Anuradha Gupta, she said that sometime it has been observed that a strong bonding between students and teachers is developed due to which such teachers are not transferred. While in some cases, the local villagers demand of some teachers not to be transferred.
“ If somebody send me complaint against particular case, I will take action and will transfer the teacher immediately,” she added........
