HED’s order to start colleges with 33% staff leaves employees in dilemma
Majority of faculty requires inter-district passes to join duties

JAMMU, May 11: The recent order of Higher Education Department (HED) to start the Government degree colleges with 33 percent of the total staff has left the colleges staff in total dilemma, as majority of them would require inter-district passes to reach their colleges, most of which are already turned into quarantine centres.
The college faculty members informed Early Times that the Higher Education department on 5th of May had issued an order according to which the college administration has been asked to start the functioning with 33 percent of the total staff strength. The Principals of the respective colleges have been asked to made a roaster of the staff members including teaching as well as non-teaching staff and to start functioning.
The order of the Higher Education department has not gone down well to the faculty members as well as non-teaching staff, leaving them in total dilemma. “Most of the colleges have been turned into quarantine centres by the respective district administrations and if the Principal of the respective college is also duty bound to start the functioning. The Principals of these colleges have already formulated the duty-roasters and forwarded the same to the Higher Education Department”, sources in the department said, adding that even if the 33 percent of the faculty members and non-teaching staff would attend these colleges, it would jeopardize their health as they would be more vulnerable to catch infection.
Moreover, majority of the employees of the colleges, including teaching and non-teaching staff have been deputed in other districts. “The postings of only 15-20 percent of the employees is in their native districts, while majority of them have to visit other districts to attend the colleges”, the college employees said, adding that they would have to cross even red-zone districts to reach their colleges. “So far the college administrations have not got passes for their college faculty members so that they will be able to attend the colleges”, the employees said.
Raising another concern the staff members claimed that even after all these hurdles, if 33 percent of the faculty and non-teaching staff would attend the colleges, if would further jeopardize their health. “Most of colleges have a single staff room, while the strength of the faculty and non-teaching staff runs in 300-400 and the 33 percent staff would be over 100 employees and they would not be able to maintain physical distancing”, the employees claimed, adding that the order of department was flawed and would endanger the health of faculty as well as their families.
Director Colleges, Yaseen Shah said that the order issued by department was not compulsory. “The order has been issued by the department so that the Principals will be able to start functioning of the colleges with minimum strength of employees but the health and safety of the staff is of utmost importance for the department at this juncture”, Shah said.
Shah further said that all the college Principals have to adhere the directions issued by Divisional as well as District administrations in view of COVID-19 restrictions. “If the district administration and Divisional administration will issue passes then only the employees will attend the colleges. Moreover the colleges where quarantine centres have been established and have been sealed, the Principals have to take call on starting functioning, considering the health concerns”, Shah said.
