GAD cancels attachment in 2019, Edu Deptt staff still attached in Civil Sectt
Huge chunk from other departments also enjoy attachments with Secretariat

JAMMU, June 22: The attachment of employees is rampant in various departments and the Civil Secretariat is no exception, where a large number of employees have been attached and despite cancellation of their attachments, they continued to secure their stay at civil secretariat instead of working in their parent departments.
One such example is the attached employees from School Education department, whose attachments were cancelled by the General Administration Department vide order number 217-GAD of 2019, dated 13/02/2019 but after lapse of over 16 months, majority of these employees including the teachers, lecturers have been still attached with the Civil Secretariat.
As per above mentioned order, the GAD had cancelled the attachment of 35 employees/officials of Department of Rural Development and Panchayati Raj, 29 employees/officials of Health and Medical Education Department and 23 employees/officials of Education department.
However out of these employees/officials only few had returned back to their parent department, while others continued to enjoy attachments in Civil Secretariat. It comes to fore on 22nd of June, 2020, when GAD issued several orders, regarding the “Deployed Staff, who shall work at Civil Secretariat Srinagar as well as Civil Secretariat Jammu.
Out of the list issued by GAD in February, 2019, a lot of employees/officials who attachments were cancelled but their names could be found in the latest lists issued by GAD on 22nd of June 2020.
Out of the 23 employees of Education department, whose attachments were cancelled but over 80 percent of employees from the list could be found in the list of deployed staff at Civil secretariat Jammu or Srinagar.
According to sources, similarly a large number of employees from Education department, whose names were not figured in the GAD’s order of February, 2019, are also attached in the Civil Secretariat.
Sources informed Early Times that these employees/officials were actually deputed by their respective departments to some areas, where these employees were unwilling to go. “With political or administrative intervention, these employees manage their attachment in the Civil Secretariat and save themselves from the risk of transfers. Moreover, these employees/officials also cultivate links in the Civil Secretariat and through these links they are able to influence various departmental works”, sources said. They further said that apart from the School Education department, most of the employees/officials in the Deployed Staff in Civil Secretariat Srinagar as well as Jammu, were actually the attached employees and they have been enjoying attachments there for last many years, instead of working in their parent departments and serve in the areas, where their services were actually required.
“The office of Lieutenant Governor as well as Chief Secretary, should take cognizance of the matter and cancel all the attachments of employees/officials without any further delay”, sources said, adding that once these employees/officials would be reverted back to their parent departments, if there would be requirement of staff, the Civil Secretariat should advertise the posts and recruit new employees.
GAD Commissioner Secretary Farooq Ahmed Lone did not pick up his phone for comments.
