Amid new recruitment rules JKPSC returns 900 posts of MOs to GAD

JAMMU, July 16: In the backdrop of introduction of Jammu and Kashmir Special Recruitment (Amendment) rules, 2020, which has replaced the earlier existing recruitment rules the Jammu and Kashmir Public Service Commission (JKPSC) has reportedly returned back over 900 posts of Medical Officers (MOs) to the General Administration Department (GAD) for necessary amendments.
Sources in the JKPSC informed Early Times that the department of Health Services had forwarded around 900 posts of Medical Officers to the JKPSC for making recruitments against the posts. “When the posts were forwarded by the Health department to JKPSC, these posts were to be advertised under the Jammu & Kashmir Special Recruitment Rules, 2015, (SRO 202). In the meantime the JK UT administration amended the SRO-202 by issuing Jammu & Kashmir Special Recruitment (Amendment) Rules, 2020 on June 17, 2020. Following amendments, the JKPSC has to make recruitments under the new rules”, sources said.
Sources further said that Commission was also not in place and the members were also appointed soon, after which Commission started working. “The JKPSC has to make recruitments as per the rules suggested by the forwarding department. So the JKPSC had forwarded the posts back to the General Administration Department to make necessary changes for making recruitments”, an official of JKPSC, pleading anonymity said, adding that they hoped that over 900 posts of Medical Officers would be returned soon by GAD for making recruitments as per new rules.
The official also disclosed that a total of 70 posts of Veterinary Doctors have also been returned by the JKPSC to the GAD for making changes. “The recruitments against these posts of Veterinary doctors was to be made as per old recruitment rules (SRO-202) but are now to be made under new rules, so have been returned back to GAD for necessary amendments”, sources said.
On the question of the recruitment process already underway, such as in case of Assistant Professors in Higher Education department, the official disclosed that those posts of Assistant Professors didn’t fall under the SRO-202 and there were remote possibilities that the amendments would have retrospective effect. “A large number of recruitments of Assistant Professors have already been made and the candidates have also joined the department, while there are some subjects on which recruitments were not made due to JKPSC’s functioning. Now the JKPSC has made functional after the appointment of new members so the remaining recruitments of APs would also be made as per previous pattern”, the official said but added that the final authority rests with the Commission.
