10-years on, influential SO enjoys attachment at DC office Rajouri

Jammu, Sept 1: An influential section officer has been reaping the benefits of attachment in the office of Deputy Commissioner Rajouri for the past one decade despite the fact that there has been a blanket ban on attachments of the officials for the past five years.
In 2015, the then PDP-BJP regime led by late Mufti Mohammad Sayeed had issued multiple orders canceling attachments of all the officials.
Sources told Early Times that the SO who was originally posted in the office of DC Reasi continues to enjoy his attachment in the office of Deputy Commissioner Rajouri for around a decade. “Despite repeated reminders the official has not been relieved from the DC office Rajouri. The unauthorized stay of the official has been conveyed to higher authorities at Civil Secretariat and DC Rajouri. His immediate detachment has been sought,” sources added.
“There is only one post of the SO in the office of DC Reasi and monthly salary against the post is being withdrawn, but practically the post is vacant in Reasi District,” the sources said, adding that recently his attendance certificate vide no. DCR/2020-21/Estt/PF/145 dated 27/08/2020 was received at DC Office Reasi for release of his salary”, the sources said.
Another source in the office of DC Rajouri informed that works allotted to the clerks have not been reshuffled for the last ten years, and the said official is sitting at the same place, doing similar work for the past so many years.
“In a way, the SO on deputation in this office has hijacked the functioning of district secretariat, apart from the SO, some other officers are sitting here for years together in violation of transfer policy, these officials/officers have good connection at top level and had managed their transfer and posting at one place for the past many years”, the source said.
The GAD order dated 6 July 2018 stated that any official who fails to join his parent department/organization after detachment, his salary shall be stopped by the concerned Drawing & Disbursing Officer (DDO), failing which the concerned DDO will be held responsible.”
The GAD from 2015 to till date has issued at least five circulars regarding cancelation of attachments.
Deputy Commissioner, Reasi, Indu Kanwal Chib when contacted said that the matter has been brought into the knowledge of higher authorities. “Twice we have written to the higher authorities regarding attachment of the SO, the copy of the same was sent to DC Reasi as well”, the DC said, adding that she hopes the SO would be detached soon.
Meanwhile, sources in the DC office Rajouri informed that the Deputy Commissioner has not replied to any of letters sent to his office by DC Reasi.
When contacted DC Rajouri Mohammad Nazir Sheikh said, “I am not aware about the issue. Now, I have come to know about his attachment I will check and repatriate him.”
