| People await change promised in earlier back-to-village programmes: Sarpanch Badrinath | | |

RS Pura, Oct 4: People in Jammu are still awaiting the results of the earlier back-to-village programmes, which were started by the Jammu and Kashmir Government. This was observed by Sarpanch Panchayat Kotli Shah Doula Badrinath Sharma while addressing gathering during back to village programme in presence of officials from different departments.The first phase of the flagship programme was launched in June last year and the second phase was launched following the abrogation of Article 370 in November last year.“The nodal officers visited villages, listened to the grievances of people, completed their paperwork and vanished. But we haven’t seen any change on the ground or any feedback from the officials,” said Sharma.He said the exercise was futile as no work could be initiated due to the involvement of various departments in one project.“Union Agriculture Minister Narendra Singh Tomar also visited RS Pura, but the grievances of people could not reach him in the right perspective,” he said.“Central ministers need to assess the true value of the government departments working in the UT which will reflect the clear picture for a feedback,” he said.
Sarpanch further said that primary concern in rural areas is to provide amenities aimed at honing the skills of youth in agriculture and horticulture and providing them attracting opportunities so that their migration to urban areas could be stopped. Besides, the damage caused to the farming sector by nature’s fury should have been addressed in a time-bound manner but it has not happened.”Sharma reiterated its demand for complete empowerment of Panchayati Raj Institutions (PRIs) in the Union Territory by implementing the 73rd Amendment of the Indian Constitution in entirety.“Different line departments of the government were asked to consult the elected members of the PRIs while implementing welfare schemes. It is unfortunate that these departments are not adhering to government guidelines. All such issues can be addressed suitably if PRIs are fully empowered,” Sharma said.He also demanded financial empowerment of the panchayats saying, “PRIs have not been able to bring a desired change on the ground due to non-availability of financial resources. We request the UT government to create Panchayat Development Fund on the pattern of MLAs’ Constituency Development Fund (CDF) to improve the living standards of people at the panchayat level.”He further added that rural development work is the only work which was directly connected with Panchayats but the e-tendering in such works will cut-off Sarpanches and Panches from the development.He said due to e-tendering system in Panchayat works, on spot proposals by Panchayats and locals in Gram Sabhas are not being executed.He claimed that for B2V programme the Prime Minister has announced huge funds to every Panchayat but not even penny has been given. |
