Jammu, Oct 14: With the change of guard at top level, new rules are in place in Public Works (R&B) Jammu, where technical and ministerial staff have only two options either ‘surrender’ or face punishment like transfer.
Recently, to terrorize the lower-rung staff, the new Boss transferred a physically handicapped draftsman from his home town Bilawar to Ramban.
“The transfer is seen as punishment by the lower rung officials, to twist their arms so that hidden agenda could be fulfilled. It is public interest, but for vested interest to make money”, said an official, adding that it has been learnt, for transfer/modification and posting of draftsman the new Boss has allegedly fixed a prize.
“The new Boss is allegedly gearing up for the launch of a full-fledged transfer industry exploiting the name of secretary PWD. If there is any complaint against any individual he/she may be transferred, but he is hobnobbing with plant holders”, they said, adding that money is being extracted for everything that required his instructions/involvement for.
“Even for petty things like release of bank guarantee or any approval for allotment of works, or for anything that required his instructions or consent, he wants money. He has finalized his plan to open issuance of contractor card industry as well”, they said, adding that although, it is well within his competence, but the price tag for the same has been fixed by his PA, who is well versed in such matters with like old stalwarts’ predecessors, if not checked at this point, he would be breaking all previous records and bring bad name for his office and the entire department as well. |
