Srinagar, Oct 16: In a major embarrassment for the SK University of Agricultural Sciences and Technology here, a senior official who is under scanner for financial frauds has allegedly threatened the scientific fraternity at the SKUAST not to seek any transparency in the working of the varsity. Sources said fed of up years of “secrecy” over alleged irregularities at the varsity, the scientists had demanded transparency in the system for all round development of the varsity.
Sources said when the SKUAST failed to bring in transparency, the scientists went on strike by wearing black bands on their arms for a week. But to end the strike, a senior official issued a diktat terming the protests seeking transparency as illegal.
Ironically the official who threatened the peaceful protesters is already under scanner for alleged financial fraud to the tune of millions of rupees.
Official documents as accessed by the Early Times reveal that in 2014 an audit report by Principal Accountant General (PAG) Jammu and Kashmir pointed to excess salaries and undue promotions in SKUAST-K.
As per the report, the beneficiaries of the undue promotions include an Assistant Registrar, Assistant Comptroller, two Assistant Executive Engineers and scores of other employees.
The audit said that there were been Rs 83.72 lakh excess payment on account of salary and increments made in favour of 22 employees for last 3-4 years.
The PAG had recommended recovery of excess payment. As per the report an Assistant Registrar got illegally promoted and drew an excess salary of nearly Rs 20.36 lakh. The official was appointed as Accounts apprentice on 31 October 1983 and his pay was increased to the pay scale of 10000-15200 in March when he was promoted as Assistant Registrar.
Sources said no action was taken into the matter as the then government had come to the rescue of those who were under the scanner for the alleged financial frauds.
“With no action having been taken against such accused over the years, they have got so emboldened that they want to muzzle voices who seek transparency in the system,” said some insiders.
When contacted a senior official while refuting the charges said there was no need to discuss what has happened in the past. “What you are talking about is past and it was not a fraud,” he said on the condition of anonymity.
The SKUAST scientists and scholars have already been appealing Lieutenant Governor Manoj Sinha to personally look.
