Jammu, Nov 3: Concerns are mounting within the University of Kashmir over rules being allegedly thrown to the wind in order to accommodate the blue-eyed on prized positions within the varsity administration.
Sources divulged that Reemployment/ extension in the services after the date of compulsory retirement is banned. But one of the blue eyed professors was reemployed after his retirement and made Rector Leh Campus. There was no public good in his reemployment other than he was very close to the power corridors within the Kashmir University. As per sources, other than this otherwise by all means he had a very ordinary track record as an academician or an administrator. “We have been given to understand that to seek the approval of the Hon Chancellor, facts of the case were suppressed. Pertinent to mention here that he was reemployed after almost a year of his retirement which is unprecedented in the history of Kashmir University and illegal by all means. Let it be brought to your kind notice that the then Deputy Registrar has been unceremoniously transferred for having raised some objections to the reemployment of the official in question.
As per the reports, there is a provision for reemployment of teaching faculty after retirement but have to follow a well defined process which generally allows reemployment of the faculty with impeccable track record. But no such process was followed in the case of this blue eyed person. “It is also that the teachers are reemployed only for the purposes of teaching and research. As per the reemployment scheme, reemployed teachers are not allowed to hold any administrative position. No such process was followed in his case for one simple reason that the blue eyed would not have qualified for reemployment given his very poor academic track record but a committee was constituted to pave way for his reemployment. Even if he was to be reemployed after his retirement, as per the norm he was to be reemployed against the position of Professor which he was holding at the time of retirement and not as Rector Leh Campus. All this has been relaxed in his favour.
His reemployment with important administrative positions is unprecedented in the history of Kashmir University and a mockery of Justice,” sources said. It was informed that J&K CSR allows extension in the services of an officer after the date of his or her compulsory retirement with the sanction of the competent authorities subject to the conditions that he or she has a track record of 'Efficiency and the Extension is for the Public Good' which must be recorded in writing. But the blue eyed had a poor track record in all respects. In addition to the salary last drawn, he is being paid Honorarium @ of Rs 15,000 pm, Local Allowance @ 32% of basic pay which comes around Rs 50,000 per month, Rent Free Accommodation which conservatively costs to the University Rs 15000 pm, Vehicle for official use which conservatively costs to the University Rs 10000 pm.
