PVS’ delegation submits memorandum of demands

Jammu, Nov 12: Pradesh Vishwakarma Sabha (PVS) submitted a memorandum to Socially And Educationally Backward Classes Commission at Jammu. The delegation was led by Shashi Verma, President of the Sabha. Detailed discussions were held and all relevant documentary proofs were presented before the commission. The major points which were discussed include reservation of 27% to OBCs which was upheld by Supreme Court of India in 1993 and implemented in whole of the country, was not implemented in J&K. “State Govt had enacted its own law called “ J&K State Reservation act 2004” by which 20% reservation was given to Backward area and 2% to actual Backward Castes. Whereas population of OBCs in Jammu and Kashmir is 30% (56 castes -Hindus, Muslims & Sikhs as per census of 1931)”, the delegation reads, adding thousands of protests, rallies, and Dharnas were staged. Hundreds of Memoranda were presented to the Local Govt but nothing was done by the state politicians. Since 1993, One Generation has gone without benefit of Reservation to OBCs and Second Generation is also going to be victimized. It was stated in the Parliament that formation of UT is necessary in view of the corruption and indiscipline prevailing in the state. It was also told that separate constitution of J&K, empowers the state from direct implementation of any Indian laws. It was also stated that SC/ST/OBC were not getting their due share on the national pattern. Till today, even nomenclature of OBC reservation is not same as it is in the rest of country. Other Backward Castes are called “ Other Social Castes” ( OSC) and they are being given a reservation of 2% since 1980. Moreover, two certificates are issued to OBCs, one for State jobs (Other Social Caste, OSC) and Second for Govt of India jobs called OBC. This was apparently due to presence of article 370. On the Day of 5Th August 2019, state OBCs were jubilant to celebrate that now, all Central laws shall be enforced. OBCs shall get their 27% reservation in default. But , unfortunately, this did not happen, they said, adding that Reservation Act 2004, which provided 2% reservation to OBCs was kept intact.
