Early Times Report

ANANTNAG, Dec 12: Anantnag, Dec 12: The officials of Rural Development Department in Block Achabal have allegedly misappropriated the funds released to them under Swachh Bharat Mission (Grameen) scheme by fraudulently benefiting government employees and undeserving.
The misappropriation of money has come to the fore in village Sandoo and Imoo-Achabal in this South Kashmir district after a local activist filed an application under Right to Information Act. The information provided to applicant vide RTI number BDOA /1731-33 dated 7-11-2020 reveals that the money had been credited to the accounts of government employees who aren't eligible to receive any benefit under this scheme.
The RTI reveals that several people also have withdrawn money multiple times. "The officials have benefited two to three family members of few families by crediting money into their accounts," alleged locals. Sources revealed that the RDD officials have benefited dozens of undeserving families under the scheme in blatant violation of norms.
"This scheme is for the poor and especially for those who can't afford to construct a toilet at home but here we came across dozens of cases in which the officials have benefited those families who are economically sound," they said and alleged that those families who deserved financial help were left out.
The locals demanded action against the erring officials and said that the matter must be probed fairly. The SBM scheme was initiated by the Government of India in 2014 to eliminate open defecation and improve solid waste management (SWM). Across Kashmir, the RDD, main nodal agency to implement the scheme in rural areas, have so far declared hundreds of villages as 'Open Defecation Free' villages, however the ground reality hasn't changed yet completely.
The department has miserably failed to get the old open traditional toilets demolished in the areas they declared 'Open Defecation Free' and even the villagers whose cases were approved for financial help aren't being helped.
