12 years on, Govt fails to implement PM package for migrant KPs

JAMMU, Jan 28:What can be more callousness of Government towards displaced Kashmiri Pandits that for last over 12 years it has failed to implement the Prime Minister's Special employment package of 6000 jobs announced way back 2008 by the then Prime Minister, Dr Manmohan Singh during his visit to Akhnoor.
Since last over 12 years the package is lingering and out of 6000 jobs only 3000 displaced Kashmiri Pandit youth were absorbed.
According to sources the main objective of package was to confidence building measures (CBMs) among the displaced Pandits and bridge the gap created between two communities of Kashmir due to turmoil but the same has been deliberately delayed by the powers that be to thwart the return and rehabilitation of Kashmiri Pandits to their ancestral homeland.
Sources said with State Government showing no interest in implementation of package, the Union Government over the years also failed to prevail upon the successive J&K Governments to implement the package in letter and spirit.
Sources said out of 6000 posts it was decided that for the 3000 posts salaries will be borne by Central Government and for remaining 3000 posts it will be responsibility of State Government. But after the appointments for 3000 posts under Central component was over the State Government took complete U turn and refused to bear the salaries for remaining 3000 posts due to paucity of resources with it.
This delayed the implementation of the package further after State Government's denial to bear the expenses.
However, with migrants raising a hue and cry over delay in implementation of package, the Central Government decided to bear expenses for remaining 3000 posts and issued directives for setting the process in motion in 2015-16. But even after the four years the remaining posts are still unfilled.
Sources said in the last over 12 years the unemployment among the displaced Pandits is also on rise as they have lost all avenues of their livelihood with their mass exodus in 1989_90 and with Government showing total callousness in mitigating their sufferings the community's problems have compounded further and their is no solution to its honourable return and rehabilitation in sight in near future.
