RAJOURI, Feb 8: The Panchayat representatives of Rajouri district have alleged that the line departments given under Panchayati Raj, have not been cooperating with the panchayat heads depriving the people of rural areas of their rights and benefits.
The tall claims of the government for strengthening Panchayati Raj Institutions (PRIs) have proved just a hoax as there is no cooperation from the majority of the line departments which have been included under PRIs.
Panchayat representatives including Sarpanch Sagote Sanjeev Mangu, Sarpnach Bhawani Sunil Choudhary, Sarpanch Deeng Ramesh Choudhary and Sarpanch Dhanore Aftab Majeed, expressed their concern in one voice for non-cooperation of the line departments.
“Except few departments including the Rural Development Department and the Agriculture Department and ICDS Department all other departments never pay heed to the problems of the rural areas, which are projected by the Sarpanchs despite approaching them number of times,” they said, adding that the district officers of these departments hardly pick up calls of the Sarpanchs regarding public issues.
The government seems to be non-serious towards strengthening local self-government which can be vindicated from Back to Village (B2B) programmes held in recent years, which have been proved total flop as no development works could be done which were projected and highlighted during the meetings.
“Although 29 subjects of 18 departments have been brought under the ambit of panchayats but no policy has been formulated by the government to conduct mandatory meetings with the officials of these line departments,” they alleged.
Sarpanch Sagote Sanjeev Mangu said that no protocol is followed by the departments to honor them.
“It was very insulting that on Republic Day, I was not invited by the school administration nearby my house and under my panchayat for national flag hoisting,” he said.
Pointing out at the failure of B2V, heads of panchayats alleged that all senior officials of line department remained absent during meetings and junior employees were sent in the meeting by only a few departments.
They appealed to LG J&K UT for taking action against the departments, which are failing Panchayati Raj Institution. They also expressed their hope from the new DDC Rajouri to take note of the problems being faced by the Sarpanchs.
District Panchayat Officer Rajouri, Chander Kant Bhagat, when contacted said that the 18 departments mentioned under PRIs have to coordinate with panchayats. “The issue of lack of liaison between departments and the PRIs is due to shortage of staff which made it difficult to send officials or employees in the panchayats meetings,” DPO Rajouri said. He expressed hope that efforts will be made to redress the concerns of PRIs.
