Skill development Deptt continues to promote blue-eyed officials

SRINAGAR, Feb 17: The Department of Skill Development has yet again succeeded in keeping the falsehood alive by elevating politically influenced blue eyed officials while keeping the laid down norms at bay. The same has been done by virtue of an order issued on February 16.
“Sanction is accorded to placement of following Surveyor/Junior Engineers (ITIs) as I/C Superintendents in their own pay and grade for six months or till the posts are filled up on regular basis,” reads the government order number 10-JK (DSD) of 2021 dated 16-02-2021.
The order has been issued by Principal Secretary, Skill Development Department, Asgar Hassan Samoon.
The officials promoted as mentioned in the order are Imtiyaz Ahmad Mir-Surveyor, Parvez Iqbal Bhat-Junior Engineer, Archana-Junior Engineer and Ishfaq Ahmad Reshi-Junior Engineer. The placement of the officials has been made on the basis of certain conditions with the same mentioned in the order.
“They shall not have any preferential right to hold such post on substantive basis or claim promotion, which shall be made in accordance with extant rules. The said arrangement shall be subject to outcome of writ petition (s), if any, pending before any competent court of law,” reads the order.
Sources said that Parvez and Imtiyaz were promoted as Junior Engineer and Supervisor respectively in 2017 by then Director Technical Education while violating seniority and recruitment rules that govern the SSR of Technical Education. The duo was deputed by Director Technical Education for undergoing three year diploma course without the approval of the government.
Sources said the diploma certificates on the basis of which the blue eyed politically influenced officials were earlier promoted as Junior Engineer and Supervisor/Surveyor and now Superintendent are not genuine because they were neither deputed by government for higher education nor did they apply for any study leave for undergoing such training.
“The government has not accorded any approval for their deputation but being politically influenced the then Director Technical Education illegally promoted them without taking into account the seniority and recruitment rules. The matter regarding illegal promotion of the duo was bought into the notice of the government number of times,” said sources.
Sources said that instead of acting on the complaints the government put the representation of the deserving candidates in the dustbin and issued further promotion orders in favour of the political influenced persons with DDO powers thereby once again adding to the miseries of the deserving officials of the sector.
It would be in place to mention that already there are number of officials on higher positions in the department who are acting as Heads of the Institutes and they too were elevated in violation of recruitment rules. These include Muzaffar Ahmad Shah, Principal ITI Anantnag, Bashir Ahmad Beigh Superintendent ITI Charar-e-Sharief and Javid Hussain Wani Superintendent ITI Kulgam.
“The trio was neither eligible nor did they possess requisite qualification for the posts. Since these officers were using political influence the rules in the department did not matter for them. The officials who were elevated on February 16 are most junior with unauthorized certificates,” said sources.
Sources said that under these circumstances and in a situation where in the institutes are headed by illegally appointees government’s dream of corruption free department cannot be possible. Had the government utilized the services of those placed unnecessarily in the office of Joint Directorate there was no need to violate norms to benefit blue eyed officials, they said.
