EARLY TIMES REPORT

VIJAYPUR, Mar 5: The construction work of community centre building at village Pardi Chak Jawahar in Abtal Panchyat of Ramgarh block started eight years back but it is still waiting for its completion as the slab work could not be completed due to paucity of funds.
The erstwhile state government of Jammu and Kashmir had sanctioned the community centre and its works at the cost of Rs 18 lakhs and the construction was started in the year 2013.
The structure of the building has got completed but its slab has not been laid till date.
The residents of the village are furious over the inordinate delay in the completion of the project. “The much awaited place for their social gatherings couldn’t get completed despite the lapse of eight years,” the villagers said, adding that at the time of construction, the officials of the concerned department did not pay attention at the cost of the project.
“They did not deem it fit to consider whether Rs 18 lakh will be sufficient or not to complete the building,” said locals. Nambardar Jarnail Singh, Panch Mohinder Chaudhary, Sucha Singh and BDC President Darshan Chaudhary said that many representations have been made to higher authorities for completion of the project but to no avail.
Several villagers said that the contractor who had taken the work to construct the community building did not get the money as the government did not pay him for whatever he spent on it so far. The people of the village appealed to Lieutenant Governor Manoj Sinha to direct the concerned department to resume pending work of the community centre.
Block Development Officer Ramgarh, Mohinder Singh when contacted said that Community Centre’s works started as a part of Model Village of block Vijaypur and the building was to be built under the BADP scheme. “But now Ramgarh block is formed separately and there is no fund for the same in this block. We have informed ACD Samba in writing for the construction of the community building, work will resume only after receiving funds,” he added.
