Streamlining System
3/10/2021 9:52:26 PM
The erstwhile State Vigilance Organization after being rechristened as Anti Corruption Bureau (ACB) has been acting swiftly in J&K UT.
The anti-graft agency, which during the political regimes couldn't lay its hands on big fishes, after J&K's reorganization has nailed many"big men" who were of the opinion that they are above the law and no one can touch them.
The political regimes in Jammu and Kashmir never allowed the anti-graft agencies to act due to the involvement of rich and famous in scams and scandals. Had the former governments acted against the corrupt elements, situation in J&K would have been much better. But the politicians had their own compulsions.
The ACB's proactive approach has instilled confidence among the people. Common people are coming forward in large numbers with complaints and they are getting a prompt response from the anti-graft agency. This has led to noose being tightened around the corrupt. The ACB acting swiftly has sent a clear message to the government employees that they need to be careful as they are being watched, and if they indulge in any unfair means they can end up in a mess.
Besides acting against the corrupt employees the ACB has also nailed the retired top officials and politicians, who have accumulated huge wealth disproportionate to their known sources of income.
The administration led by Lieutenant Governor Manoj Kumar Sinha has given a freehand to the anti-graft agencies in J&K and these are working without any pressure from any quarter. These agencies were turned into toothless tigers during the political regimes. To keep these agencies defunct the erstwhile governments kept them deprived of staff and even curtailed their powers. After August 5, 2019, when the Centre revoked J&K's special status and bifurcated it into two union territories, situation has changed. Prior to August 5, 2019, the Central Bureau of Investigation (CBI) had to seek prior permission before investigating any case in J&K. Now, it can take the cognizance of any complaint in the UT and work on that case.
The central rules getting extended to J&K after August 5, 2019, have empowered the people, who during the past 70-years were just fed with slogans and rhetoric.
The concept of naya Jammu and Kashmir has changed the meaning of governance in the newly carved out Union Territory. The Centre managing J&K affairs efficiently has led to system getting streamlined. The new mechanism is working out.
