In Jammu academic arrangement converted into guest faculty system, no change made in Kashmir
Kathua college administrations ignores court order, downgrades contractual to Rs 500/ per lecture

Jammu, Apr 6: In yet another glaring example of highhanded approach of the college authorities in Jammu region. candidates who were employed on contractual basis have been asked to deliver lectures as guest faculty while in Kashmir no changes have been made.
According to sources, contractual faculty members in different subjects were engaged on academic-arrangement basis for the session 2020-21 in a Government Degree College in Kathua district.
As per rules and terms and conditions during the engagement, the engaged faculty members were to be considered as academic-arrangement faculty for the full session but the college administration made these teachers as guest-faculty members that too in mid-session, which is in total violation of laid guidelines. “A faculty member engaged on academic arrangement basis is to be paid Rs. 28,000 monthly remuneration while a guest faculty is to be paid Rs. 500 per lecture and subject to a maximum of around Rs 20,000”, sources said.
The sources further informed that a guest faculty member is not paid for four Sundays in a month as well as for the gazetted holidays. “He or she is paid only for the lectures delivered in the classrooms but an academic arrangement basis candidate is given Rs. 28,000 per month and there is no deduction for Sundays or other gazetted holidays”, sources said.
“The contractual faculty members are engaged on academic arrangement basis for full session and as per guidelines they cannot be turned into guest faculty,” they added.
Drawing a comparison between the contractual faculty members engaged in the colleges of Kashmir division, in the recent past, a contractual faculty member said that the academic arrangement basis candidates engaged in the colleges of Kashmir division are continuing due to stay from the court. “Similar stay was also secured by academic arrangement basis candidates of Jammu division but the administration in Jammu colleges is not adhering to court order and is hell bent upon turning contractual faculty members into guest faculty,” they said.
The order, according to which the guest faculty members are to be engaged by colleges for students’ strength of less than 25, is to be implemented from the next session 2021-22 but it was strange that the same order has been implemented retrospectively in a college in Kathua district.
