Jammu, June 5: On one hand the Higher Education Department had rescinded transfer orders issued by the outgoing Director Colleges on the last day of his superannuation, which was an open admission of wrongdoings committed by outgoing officer but so far no enquiry has been initiated, which has raised many eyebrows.
Pertinently, the Higher Education Department had rescinded several orders issued by outgoing Director Colleges, involving transfers of large numbers of non-teaching and Class-IV employees in government degree colleges.
The orders rescinded by the Higher Education were 164-DC-HE of 2021 dated 31-05-2021 issued under endorsement No. DC-HE/DPC/JD/2021, dated 31-05-2021, Order No. 165-DC-HE of 2021 dated 31-05-2021 issued under endorsement No. DC-HE/DPC/JD/2021 dated 31-05-2021, Order No.168-DC-HE of 2021 dated 31-05-2021 issued under endorsement No. DC-HE/DPC/KD/2021 dated 31-05-2021 and Order No.169-DC-HE of 2021 dated 31-05-2021 issued under endorsement Non. DC-HE-Trf/JD/2021, dated 31-05-2021.
“The cancellation of all these transfer orders issued by the outgoing Director Colleges on the day of his superannuation along with some modification orders was an open admission by the Higher Education Department that wrongdoings were committed while ordering the transfers by the outgoing official”, an official said.
Moreover, sources further alleged that the majority of the transfer orders of the employees were in total violation of the transfer policy of the government. “Several influential employees and Class-IV staff in lieu of some favours to the outgoing official had managed their postings in the city colleges, while several others serving in the peripheral colleges and who deserved to be transferred to the urban areas were not touched”, sources said, adding that some employees, who were just promoted from Class-IV were transferred to peripheries despite stay of less than two years. Sources further alleged that the cancelled transfer orders were prepared in advance by the office of Director Colleges and it was pre-decided that he would order the transfers on the day of superannuation. “A cursory glance at the transfer orders reveals a lot about the partial approach of the outgoing official”, an official said, adding that by simply cancelling the transfer orders, the department was giving free run to the official, for gross irregularities committed by him.
“An enquiry must be ordered by the Union Territory administration to ascertain the facts and necessary action must be initiated against the outgoing official for violation of rules”, an official said.
