All the members of the working Committee shown resentment on the letter issued by Director Agriculture and Farmer Welfare, Jammu for seeking present place of posting details of Agriculture Extension Assistants from Sr no 149 to 433 for DPC/ OPG purpose vide their order no Agri/DAJ/Estt-1/2021/1228-37.dated 21.06.2021. the members of WC apprehension that it only create force that will be kept for doing nothing.
At present there are 02 Non –Gazetted Cadres of Agriculture graduates in the subordinate services of J&K (UT) viz. Agriculture Extension Assistants (AEA) at panchayat level and
Junior Agriculture Extension Officers (JAEOs) at circle level (Group of 2-3 villages comprising of 500-800 Farm Operating Families – FoFs). The mentioned 02 Cadres in subordinate service have the same basic qualification i.e. B.Sc. Agriculture Degree and also have the same job profile of Agriculture Extension.
The similar nature of duty of the two Cadres requires revisiting the organizational hierarchy by merger of the posts of at the level of AEA, JAEO (NG) and AEO(Gaz) and its rationalisation for optimal output
But the resent development is going increase hierarchy and government exchequer thus the JAKATA Working Committee requested Principal Secretary Agriculture Production Department Naveen Kumar Choudhry jee, for implementation the report of committee constituted vide Govt order no 150-JK(AGRI) of 2020 dated 07.08.2020 under the Chairmanship of Director command Area Development in which the Committee strongly recommended the merger of two cadres vide number CAD/2020-21/AEA/JAEO/159-163 dated 02.03.2021 so that the burning demand of merger of cadres of Agriculture Extension Assistant and Junior Agriculture Extension officer can be fulfilled at an earliest
The members also discussed the recent circular regarding duties of AEAS and JAEOS vide order number Agri/DAJ/Estt-1/2021/1153-63.dated 17.06.2021 that stop the overlapping of employees and ensure the 100 % availability of technical staff in all panchayats of Jammu division, But nothing is seems in practically and the JAEOS are still enjoying their posts by sitting in SDAO offices .The working Committee demand that the said circular should be implementation in letter and sprit.
This circular definitely strength the extension service from laboratory to field by available the technical staff to across the Jammu Division . The other members present in the meeting were Raj Bamral, Satvinder Sony, Sabdesh Khajuria and the Media Secretary Ramandeep Singh.
