JAMMU, July 8: A three member delegation of Jammu Kashmir Sharnarthi Action Committee (JKSAC) today called upon Justice Ranjana Parkash Desai, Chairperson Delimitation Commission and urged upon her to carve out 2 constituencies for DPs of 1947 keeping in view their large concentration while demarcating their boundaries particularly of the constituencies falling in the Jammu district.
The delegation was led by Gurdev Singh, President JKSAC while Dwarka Nath Khajuria and Rajesh Khajuria were also among them.
While presenting the views before the Commission, Gurdev Singh stated that the DPs of 1947 from POK has been rendered politically orphaned resulting in their lagging behind socially, economically, educationally and politically. He apprised the Commission that the DPs were demanding of their share of seats out of 24 seats since 1967.
All the democratic means/sources were adopted to pressurize and convince the state and central govts. She was told that over 2.50 lakhs souls have migrated to this side of India in J&K in 1947 and were settled in Jammu region. He told her that with the passage of time their population has increased many folds and today their population is over 1.2 million.
It was also brought to her notice that govts. were argued many times that in a democratic structure, constitution provides representation to all the sections of society to raise their genuine and legitimate aspirations. He regretted that here in J&K despite of having their own number of seats DPs were denied of their constitutional right by the govt. under the plea that if the govt. defreeze the seats and give them compensation for their left-out properties in POJK than the constitutional stand taken by GOI over POK would be weakened in the international forums.
Many commissions/committees were framed in this regard which also recommended the defreezing of seats but the govt. did not budge even an inch from the stand taken earlier, maybe because of constitutional compulsions or political considerations which increased the sufferings of DPs many folds.
She was further apprised that DPs legitimate settlement issues have been ignored and are being denied from the last seven decades which resulted in their lagging behind in all the spheres of life. Their rehabilitation made so far is incomplete and awfully insufficient. All this happened because of the fact they were unrepresented in the legislature and was none to raise their voice and project their settlement issues. They always remained handicapped to safeguard their interests and aspirations.
"So in order to save them from further victimization and discrimination, the govt. is duty bound to provide them space in democratic structure, but unfortunately 24 assembly seats from POK has been reserved again under Part-V of Re-organisation Act 2019 only for show-casing", they said.
