Lower Shiva Nagar: Unhygienic surroundings puncture development claims

Kathua, Aug 7: Residents of Ward No. 19, Lower Shiva Nagar are living in the unhygienic surroundings, as they do not have any other option. Be repentant over the lethargic attitude of the administration and local representatives, the residents said that besides repeated requests their demands are still at large.
“We have been living over in the colony since for the past thirty years, yet you won’t find a single lane constructed with proper drainage. All the drains of colony are chocked & filled with silt due to which waste water overflows & flows into the houses of public and causing huge loss to the property,” said Ranjeet Kour.
Satpal Sharma while expressing his grudges said that the project for the construction of sewerage from Secretariat to Sahaar Khad started about fifteen years ago is not only left in half way.
He said that in 2005, the Central Government sponsored scheme ‘Urban Infrastructure Development Scheme for Small and Medium Towns’ (UIDSSMT) was launched in Kathua town.
As a part of this, one plan was for the construction of sewerage from Secretariat to Sahaar Khad via lower Shiva Nagar, of Rupees 207.15 Lacs. “This sewerage was supposed to be completed in January 2007 but it remained the victim of official apathy,” he further said.
As there is no outlet for the flow, whole garbage of above localities accomplish at the end of sewerage. This is posing a lot of inconvenience to commuters, as the road is vital for movement towards the housing colony.
“The road heading towards the colony is having seven to eight feet deep sewerage on one side, where as on other side there is Kashmir canal. During rainy season, the canal overflows with water and on the other side, sewerage get covers with the water, which accomplish over here. Many a time we had saved the cattle’s drowning over here, he added.
Lamenting the apathetic attitude of the administration, Tripta Rani said that instead of constructing house at village we constructed it in city, with a mind that the facilities are more and better in cities. It proves to be an illusion as they are facing hardships over here due to the lack of facilities. “We do not have proper and maintained streets. The lanes are still half way constructed with no drainage system,” she miffed.
Charging the local representatives for turning a Nelson’s eye towards their hardships Geeta Rani said, “Dilapidated streets make people hard to pass through, vehicles split stones when they pass by, water of houses flows in the middle of streets without any direction. All these things are enough for creating unhygienic surroundings,” she rues.
Miffed over the Municipal Council another habitant Renu Bala said we are bound to live in unhygienic surroundings created due to overflowing of the drains and failure of Municipal Council to keep the locality clean.
“As we do not have any political or effective approach, no one cares about them. Many times we had requested the council officers and the administration too, they always turned a deaf ear to their demands,” she said.
She said it is not only the matter of lanes and drains, the Municipal Council does not even bother to clean this area. Besides living in the municipal area, you will not find any sweeper of council, no dust bins are being revised and no arrangement of streetlights. “Government is all responsible for ignoring the chronic problem in the area despite bringing it to the notice of the authorities several times,” she alleges.
Asserting the local administration for turning a deaf year towards their problem, Babloo Kumar said, “The people of the area are not demanding something impossible, we are just asking the administration of early construction of lanes and drains along with the proper arrangements of cleanliness and street lights.”
