Issues fraudulent mass transfer orders of teachers, DC orders probe

Jammu, Nov 30: Deputy Commissioner Kishtwar on Tuesday placed Chief Education Officer under suspension on his last day of service for issuing fraudulent transfer orders of 396 government teachers by forging the date.
According to the details available with Early Times
Rashpal Singh Chouhan, CEO Kishtwar was suspended after Deputy Commissioner Kishtwar received an information about the mass scale transfer of teachers through backdated order.
“In view of the enquiry done by your office and discussion held with you today, the order No. DCK/PS/21/838 dated 30-11-2021 issued by your office in view of serious nature of lapses as also discussed, is hereby confirmed” read Government Order No. 1672 -Edu of 2021.
In the suspension order vide No: DCK|Ps|21| 838 Dated: 30-11-202, DC Kishtwar stated that it was brought into the notice of this office that, Chief Education Officer Kishtwar who is going to retire on superannuation on 30.11.2021 has issued transfer order of teachers on the day of his retirement.
“Whereas, accordingly on the complaint of the public, the record was seized by ADM (ACR ) Kishtwar on 30.11.2021 ; and Whereas, the Dispatch Register was taken from the custody of Rashpal Singh Chouhan, Chief Education officer Kishtwar and after verification of the same , it was found that transfer orders of teachers have been recorded on the dispatch register” read the order which further stated that “no orders of transfer has been found in his office records nor with the said officer; and Whereas, after perusal of the dispatch record seized from his custody, 396 dispatch numbers with regard to transfers of teachers has been recorded indicating the date of transfer as 27.11.2021”.
DC Kishtwar in his order also stated that “the said officer was on leave w.e.f 25.11.2021 to 27.11.202l as per the permission sought vide no. CEO/K/2021/25604-607 Dt-23.11.2021; and
Whereas, it has been observed that the transfer have been made by the said officer on 30.11.2021 i.e. last date of his service and without making order public which clearly reflects the, malafide intention of the said officer; and whereas, the said officer has prima facie acted in such a way which is unbecoming of a government servant that too on the date of his retirement” stated DC Kishtwar order.
Following the verification by the ADM Kishtwar, “Therefore pending enquiry into the matter and in light of rule 31 of The J&k Civil Services (Classification, Control and Appeal) Rules 1956, Rashpal Singh Chouhan, Chief Education officer Kishtwar is hereby placed under suspension till further orders” read the order.
Following suspension of CEO Kishtwar and allegations against him, DC Kishtwar appointed AD Kishtwar as enquiry officer who shall conduct discreet enquiry into the matter and shall submit report along with recommendation to this office within 15 days positively beside the orders issued on 27.11.2021 by the outgoing CEO
Kishtwar are kept in abeyance till further orders.
Meanwhile, in the interest of administration and in view of superannuation of I/c CEO Kishtwar on 30-11-2021, Prahlad Bhagat will look after the post of CEO Kishtwar w.e.f. 01-12-2021 till further orders read the order issued separately by Principal Secretary Government School Education Department B K Singh vide order No. Edu-HRM/227/2021-01 Dated 30-11-2021.
