Anantnag, Dec 6: Despite the passage of over ten years now, the Kokernag Development Authority (KDA) has miserably failed to implement Master Plan which was approved in 2011.
The Development Authority even hasn't created BOCA Section and Khilafwarzi Wings for effectively implementing the Master Plan and protecting the fragile environment around tourist attracting spots including Asia’s largest Trout Farm.
The Development Authority has also failed to fulfill the developmental aspirations of the region besides isn’t even able to maintain its official website tdakokernag.org which establishes the inventiveness of the officials.
“Kokernag Development Authority is a mess itself and the government has itself forgotten this authority,” officials told ET, saying the website is down as the contractor hasn’t been paid.
They said that the Kokernag Master Plan 2011-2022 was approved in 2011 by the Government vide Order No. 64/TSM/2011 dated 31-01-2011, however the officers didn’t implement it only to favor politicians.
Incumbent CEO KDA, they said, is overstaying since the last eight years and the government has failed to transfer him as he enjoys the patronage of a powerful politician who himself constructed a multi-story hotel just opposite the Asia’s largest Trout Farm illegally.
On papers, KDA is looking after 13 Municipal wards and around eight revenue villages; however they admitted that it has failed to take care of office premises during the last 10 years. At present, huge commercial constructions are coming up along the National Highway as Kokernag Development Authority and Municipal Committee Kokernag act as mute spectators.
Executive Officer MC Kokernag, who was reprimanded by Director Urban Local Bodies Kashmir last month for issuing building permission fraudulently, told Early Times that they were now only issuing NOC’s and asking applicants to move KDA for formal permission.
President MC Kokernag on Sunday however said that he will act if any illegal constructions were coming up in his jurisdiction. “But please tell me first what is illegal construction,” he told reporters saying he wasn’t well versed with the subject.
Commissioner Secretary Tourism had sought a status report on the Kokernag Master-Plan however the implementation hasn’t begun yet.
The CEO Kokernag Development Authority wasn’t available for a comment as he didn't attend repeated calls from ET.
