Kishtwar, Jan 18: In what could be the major setback for the administration and the government of Jammu and Kashmir, Chairperson District Development Council Kishtwar Pooja Thakur, Vice Chairperson Saima Parveen Lone along with DDC members and BDC Chairpersons of 13 blocks of Kishtwar District boycotted the review meeting called by the Chief Executive Officer District Development Council Kishtwar (ADDC) at New DC Office Complex Kishtwar for review of progress on developmental activities in the District.
As per the details available with Early Times, to take the stock of the ongoing developmental works under taken by different departments in the district, today the District Development Council, Chairperson Kishtwar Pooja Thakur chaired the District Councils meeting attended by The DDC Vice Chairperson, BDCs, DDCs and District officers wherein the same was unanimously boycotted by DDC chairperson, vice chairperson, DDCs and BDC due to the non implementation of schemes on ground. DDC Chairperson Pooja Thakur told the Early Times that the officials did not respond to the repeated pleas and requests made to the district administration with regard to roads, electricity, drinking water, non availability of basic facilities as well as non implementation of plans and identified developmental works under various heads added that instead to listening to her, Vice Chairperson, BDCs and DDCs, the officials at the helm of the affairs trying to remind them about the ceremonial protocol which the elected representatives including her holds.“Who the hell officials are to decide our protocols- it has already been decided by the government of Indian and the law of the land” said Pooja Thakur.She said that it has been a year now since she took over the reign of Chairperson DDC Kishtwar.“Our pleas goes to deaf ears- we are public representatives- people have chosen us- we are answerable to people and administration is answerable to us as why people were left to suffer on account of Sadak-Bijli-Pani-Ration and other basic facilities” said Thakur warning the administration and the government over not adhering to the problems faced by the common people.“At least the works within the domain of administration must be addressed by the concern at District level- while issues pertaining to Commissioner Secretary or Government Level are being taken up with them regularly” said Mrs Thakur. She said that if LG can conduct a detail review meeting with DDC Chairpersons of the Union Territory that runs for several hours- why District Administration had problems in listening to them. DDC Vice Chairperson Saima Parveen told the Early Times that she want to raise various public important issues which has not been addressed by the administration since long- but we were told not to speak beyond two minutes siting COVID as a reason.“COVID has become an excuse for them (administration) to hide the failure - this (COVID) is simply a business for them” said Mrs Lone. She said that the people of Wathana, Tagood and adjoins areas are facing lot of hardship due to non availability of ration depot in the area - wherein people had to travel 10/15 KMs to reach at ration depot on foot.She said that she had submitted the demand for opening of ration depot in the area- but even after the lapse of several months- The issue is yet to be addressed and the file is gathering dust somewhere in the office of food department.“Instead of opening the ration depot for the people who were in need of that- they provide the same to another village where there is already a ration depot” rued Mrs Lone. She said that her demand for upgradation of transformer at Mughalmaidan also goes to deaf ear and PDD department too fails to address the issue.“Instead of acting on her request- the officials told me to check the illegal hooking- Am I sitting on Vice Chairperson post to check the illegal hooking- this is simply disgraceful and lowering the prestige of the democratically elected representatives” said Saima Lone and called upon the authorities to take note of the same.BJP leader Block Development Council Chairman Thakrie Kishori Lal Shan said that some payments to the poor people are pending under 14th FC and despite raising the issue time and again— nothing was done. “This is not the issue of a single person- this is the issue of all the elected DDCs & BDCs — I can simply say that Bureaucracy wants to derail the functioning of PRI system- which we will not allow to happen” said Shan added that administration is giving weightage to non entities and they despite being the elected members were push to walls.Another BJP leader and BDC Palmar Lalita Devi said that she had some issues pertaining to non release of wages to job card holders along with the issue of release of material payments under MGNREGA added that houses under PMAY stands sanctioned in favour of poor people, but unfortunately people who had few Marlas of land were shown in records holding the land in hectares as a result of which they fail to get the benefits under PMAY.“Who is responsible for this fiasco — it is the department and the administration who fill wrong performa as a result of which people were left high and dry.She said that all the DDCs and BDCs had decided to meet with LG Manoj Sinha in this regard and hope that administration will not only listen to them- but must address the issues of public importance raised by the elected members. Later DDC Chairperson and Vice Chairperson after boycotting the review meet held a detail meeting wherein they discussed the issue behind boycotting the council meet.
