Sangarsh expresses concern on overstaying of an official of District Administration Rajouri in contravention of Transfer Policy

Jammu, Jan 28 : Sangarsh - A Civic Movement expressed serious concern on the Overstaying of Bilal Rashid Mir, presently posted as District Statistics and Evaluation Officer in District Rajouri for more than 10 years despite being at a State Cadre post.
Bilal Rashid Mir was appointed in December, 2011 and was posted as Assistant Director in the Office of Chief Medical Officer, Rajouri. In 2014, he was transferred from CMO Office Rajouri to the Office of DSEO Rajouri. He moved to the Hon’ble High Court J&K against his transfer and the same was stayed. He was thus retained as AD in the office of CMO Rajouri.
In 2015, Govt. vacated the stay and transferred him in the office of DSEO Kishtwar as Assistant Director. Due to unknown reasons, Bilal was retained at CPO Rajouri as AD. In 2018, he was transferred to Planning, Development and Monitoring Department at Secretariat. But again, the said person got the transfer order stayed from Hon’ble High Court J&K. This time the stay order was not challenged by the Govt. Thus, he was retained at CPO Rajouri after a corrigendum was issued.
Adv. Nitan Sharma, President Sangarsh stated that there are apprehensions that unknown forces play a key role each time in staying or manipulating his transfer so as not to affect his transfer. In 2019, the said person was promoted to the post of Deputy Director (State Cadre Post) and was transferred from the office of CPO Rajouri and posted as DSEO in the same district (Rajouri).
Nitan said that both the offices i.e. CPO Rajouri and DSEO Rajouri are located in the same building. He further said that Bilal Rashid Mir in these 10 years of stay in District Rajouri has been marred with non transparency and unpredictability in official dealings . He and his vicious network have enjoyed patronage and support of various politicians from time to time in lieu of equivalent gains. Each time he is transferred, he exploits his patronage of political and other influential links.
Adv. Nitan Sharma requested the administration that the entire tenure of Mr Bilal Rashid in District Rajouri and the vicious nexus that he created should be investigated in the larger Public Interest.
Dr. Suresh Kumar, General Secretary Sangarsh stated that Mr Bilal was appointed to the post of Assistant Director along with other candidates in the year 2011. He has been promoted to the post of Deputy Director in the year 2019 within a period of around 7 years. The parameters which were considered for affecting his promotion should also be investigated. It should also be known whether his other batch mates have also been promoted. It should also be known /investigated, whether his other batch mates were transferred.
Dr Suresh said that deployment of a person at such a prime post in District Rajouri for more than 12 years raises serious question mark on the implementation of Transfer policy. He further lambasted the Administration and said that the Govt has adopted step motherly treatment for District Rajouri as few influential officers are making mockery of Tranfer policy. He requested the Govt that the said Officer should be moved out of the district in the interest of Public so that the faith of Public in the Govt is restored.
