Admin inaccessible to people, civil secretariat riddled with chaos

Jammu, Feb 3: The administration in Jammu and Kashmir is becoming ruthlessly inaccessible for the common masses with good governance becoming a mere mirage with each passing day in the erstwhile state.
The highest seat of administration in Jammu and Kashmir- Civil Secretariat is devoid of any civilian roaming around its corridors with the hope to get the grievance addressed. One could only find the peevishly looking babus-loaded with tons of pride in their colonial minds- switching between the rooms.
“The entry of common masses has been strictly restricted in the civil secretariat. The reason for such a diktat is COVID-19. However, what is important here to note is that there is no one available to whom one could register his/ her grievance.
The bureaucrats seldom remain present in their offices and there is confusion about the authority they enjoy. We don’t know who has got the mandate to resolve the issue. It is like Adheer Nagri Choupat Raj. An absolute non- reactive system is in vogue,” says a middle rung official here. “There are only anti- people and irrational decisions and farmaans being issued every day from the civil secretariat. Such decisions are made without taking into account the stakeholders and the repercussions of such measures. One such decision pertains to the abolition of SRO 43. Under this SRO next kin of a government employee is given employment in government in case of the latter’s death. Now the government has come out with a diktat that the family of the government servant who dies during his service tenure shall be given a lumsum amount. Such a decision is erratic and irrational to the core. Where would the government get money when it itself claims of being a cash starved state with meager resources available,” says a senior official.
“Without a dedicated government elected by the people Jammu and its people are being neglected and overlooked. From national issues like skyrocketing fuel and food prices and the pandemic that went out of control to regional issues specific to Jammu including economic exploitation in the name of toll plazas, taxes, and ending of Darbar move, the people have had to deal with a lot. There is zero focus on development, the Infrastructure is dying out, and people are being denied basic civic amenities like power and water. So, there is an urgent need for decentralization of power so that a leadership that is more privy to the issues of the region can address them and resolve them. ,” says a Jammu based social activist.
