Saga of withdrawn posts

Earlier this month, the J&K administration came up with a circular withdrawing all unfinalized posts which were referred to recruiting agencies like J&KPSC and J&KSSB before 31 August 2019.
While many aspirants were waiting for their selection, the administration run by the bureaucrats had different ideas. The sudden decision came as a shock to the aspirants, some of whom have been waiting for years together for none of their fault. The reasons cited are far from plausible. Should a candidate be punished for the delay caused by the recruiting agencies? The answer has to be no. Recruitment rules drafted progressively cannot be made applicable to the posts referred previously.
The administration says that a number of posts, referred to PSC and SSB, by various departments have remained stuck up for a long time, in some cases 2004 onwards. Another reason cited, officially or otherwise is that some of these posts could not have been advertised, as they were against recruitment rules. Therefore, selection against these posts could not have been made.
Also it has been stated that withdrawing these posts was essential to ensure that they can be filled up as per rules in vogue, opening opportunities for youth. Further, it is said that Recruitment Rules of various departments have been changed or have been updated.
Also, the decision is being justified as the job opportunities for the youths have not been curtailed as these posts will be readvertised soon. A free, fair, merit based selection shall be ensured, the administration says.
Unless expressly provided, the new rules do not apply retrospectively and the judicial pronouncements on the point galore. If the bureaucratic step up believes in fair play and wants to speed up the recruitment process, why invite the applications afresh? Complete the process de novo within the same lot who have already applied and paid the requisite fee. It is right that appointments to posts referred are required to be made in a timely manner, normally within a year or so. Delay of several years vitiates the process. But should a candidate be punished for delay caused by the recruiting bodies? Every individual competing for the post advertised wants selections to be fair and the government as custodian needs to ensure the same. Most political parties have voiced concern against withdrawal of the posts and in the race; even BJP has decided not to be part of the Babus. It is true that the administration has access to records, and if there has been unfair play in various phases before selection, cancelling the same for fair recruitment cannot be faulted with but recruitment should be amongst those who have already applied for the posts.
