AIVPP bid to gherao Raj Bhavan foiled; president Bali detained
Protesters reiterate demand to regularize, re-engage SPOs
3/17/2022 3:28:34 AM
EARLY TIMES REPORT

JAMMU, Mar 16: Police on Wednesday foiled the protest march of All India Voice of Poor People (AIVPP) to gherao Raj Bhavan here which was part of its agitation to press for the demand of regularization of Special Police Officers (SPOs) and other issues concerning them.
President AIVPP, Sewa Singh Bali, who was leading the march along with few other activists of the organization were detained by a strong contingent of the police while they were trying to move towards Raj Bhavan.
Agitated over the arrest of AIVPP president Bali, several former SPOs and other activists of the organization raised the issue of regularization policy for SPOs, hike in wages of SPOs as well as re-engagement of terminated/disengaged SPOs by the Police Department. They said all temporary employees working in various government departments of Jammu and Kashmir are getting regularized after rendering certain years of service, whereas SPOs who are temporary employees of the Police Department are never regularized by the government and till today no policy has been framed by the government to deal with the issue of SPOs regularization.
Protesting people said that on one hand the Police Department is disengaging SPOs without following any rational criteria while on the other it is also advertising new posts for engagement of SPOs without considering the fact that disengaged SPOs are fully adverse with their duties and responsibilities therefore before considering new appointees government should formulate some policy for disengaged SPOs.
“We waged a battle against militancy when it was at its peak in J&K. We valiantly fought militants but the government never recognized our dedication and sacrifice. Instead of getting accolades for our bravery several of our colleagues were disengaged after years of service. Services of a large number of SPOs were terminated by the department at such a stage in their life that they have become ineligible for any other government job,” they said.
Irate protesters said that all SPOs working in the Police Department are doing equal duties as compared to regular constables but still getting far less salary which is not acceptable at all.
They further said that time and again various memorandums have been given to the office of Prime Minister and Union Home minister and same is forwarded to Jammu and Kashmir administration for an early redressal but till date the Union Territory government has failed to formulate any policy for SPOs.
