Jammu, Mar 19: Even as Prime Minister, Narendra Modi wants development or vikas to scale new heights in Jammu and Kashmir, only thirty three percent of the developmental works have been completed in eleven months of the current fiscal, a shocker, which hints at “sabotage of Modi ji’s vision of naya J&K.”
Officials said performance wise, in terms of report card, the Jammu and Kashmir administration has “almost failed” in timely completion of developmental activities assigned to them by New Delhi. Officials said around 55,133 developmental works under capex were scheduled to be completed in the current fiscal, which ends on March 31.
Shockingly, however, only 18,651 number of works have been completed till end of February 2022 even as this figure total to no more than 33 percent performance.
“Such a slow pace of work when honourable Prime Minister wants development to take front seat in Jammu and Kashmir only hints at the sabotage of his good intentions by a coterie of officials who are accused of ruthless corruption and maladministration,” said some senior officials on the condition of anonymity.
The officials in the Civil Secretariat said it was for the first time the performance of administration “was so dismal.” “Basically some officials on deputation are calling the shots but at the cost of Modi Ji’s vision. Its high time for New Delhi to probe the complaints of rampant corruption and maladministration against them,” the officials said.
When contacted a senior official close to Raj Bhawan downplayed the issue saying that 36,572 works, which amount to 66 % are likely to be completed by March 31. “Many development works, even those languishing for want of funds or for some other reasons, are being executed or have rather found a new lease of life and are being completed in record time,” the official said.
“Today, e-tendering is the new buzzword; it resonates in every district, block and panchayat. It has brought transparency, what’s more equity, in the work execution; all works are being e- tendered. The days of doling out contracts to select few cronies on nomination are becoming a matter of past,” he added.
He said, “If 36572 works are completed in 2021-22, this would represent nearly 22-fold increase over the works completed in the preceding year.”
The people have been accusing the Raj Bhawan administration of focussing more on musical concerts, singing and dace shows over much-awaited deliverance of good governance.
