Students asked to produce income certificate without Govt order

Poonch, Apr 23, Education Department illegally harassing student of School Education Department in Poonch. According to the sources from Mandi and Poonch, all the heads of the institutions are demanding income certificate as mandatory document for admission whereas there is no such goverment.
According to a local social activist Khalida Kouser, there are more than twenty five thousands of students under the jurisdiction of all the tehsils, and it is not possible for any revenue officials to issue more than 1500 income certificate only per day to these students.
Wali Mohd Sheikh, Mohd Rashid, Niaz Awan, Azad Chouhan and many others from Poonch have said that this is much burden for revenue officials which the education department has illegally put on them. They said that there is no such goverment order for income certificate but all the Heads of the Institutions are harrassing students for not admitting them without income certificates.
Javid Reshi, the chairman Insaaf Movement has said that, tehsildars/revenue officials have many works to do except these income certificates, and education department for their easiness and creats problems and burdon for revenue officials which is condemnable.
They have appealed to Lieutenant Governor of Jammu and Kashmir and Chief Secretary of Education Department to take cognisance of the matter and grant relief for students as well as for revenue officials.
Tehsildar, Naib tehsildar into this regard have said in their comments that, education department has issued the order but very late. They said, "they are trying their best to issue/aprove the same same certificate within three days".
Question is that how is it possible for an officials to aprove more than average one thousand certificates per day?
Locals have appealed to concern authorities to extend the date of admission/submission of income certificate upto minimum one month.
