DLSA organises sensitisation Program for Civil & Police functionaries

SAMBA, July 31: District Legal Services Authority Samba, under the aegis of J&K Legal Services Authority (JKLSA) organised One day Sensitization Programme for the police functionaries (SHOs, IOs and SIs(Probationers)of District Samba), Executive Magistrates of different Tehsils of District Samba, Legal Aid Lawyers, members of Juvenile Justice Board Samba and Child Welfare Committee Samba today here in Conference Hall, Mini Secretariat Samba.
Yash Pal Kotwal, the Chairman District Legal Services Authority Samba (also Pr. District and Sessions Judge Samba) was the chief guest, while Abhishek Sharma, District Development Commissioner Samba and Benam Tosh, Senior Superintendent of Police Samba were the guests of honour.
Speaking on the occasion, the Chief Guest gave an overall view of all the three technical sessions of the Sensitization programme. The chief Guest also stressed upon all the stakeholders like IOs, ARTO, CMO, Superintendent, District Hospitals etc. to perform their duties and responsibilities while dealing with Accidental cases as per the Judgment of Supreme Court of India in Civil Appeal No.9322/2022 in FAFO No. 3303/2018 titled ''Gohar Mohammed Vs Uttar Pradesh State Road Transport Corporation & Ors."
The District Development Commissioner, in his address, requested the Chairman DLSA Samba to organize such awareness programmes in schools, colleges and at different places of District Samba to aware4 maximum number of people about different emerging Laws.
The Senior Superintendent of Police Samba, in his address, appreciated the DLSA Samba for organizing first of its kind programme in the District Samba wherein all the IOs and Executive Magistrates have been invited and sensitized about the different areas like NDPS, POCSO, MACT etc.
Surinder Kumar Choudhary, Additional Senior Superintendent of Police, presented Welcome address, while Rekha Kapoor Nischal, Secretary District Legal Services Authority Samba presented vote of thanks in the inaugural session of the programme. The inaugural session of the one day sensitisation programme was followed by three technical sessions.
Rahul Singh Sambyal, Advocate, District Court Samba was the resource person for the first session, while Ajay Singh Manhas, Advocate was the resource person for the second session. Preet Simran K. Grover, Ld. Chief Judicial Magistrate Samba was the resource person for the third session.
The inaugural session was attended by Assistant Regional Transport Officer, Chief Medical Officer, Superintendent District Hospital, Dysp DR, SDPO Bari Brahamana, SDPO Vijaypur, Tehsildar Headquarter Samba, District Child Protection Officer Samba, Officers of Legal Aid System Defense Counsel System, District Legal Services Authority Samba, Police officials (SHOs, Investigating Officers & SIs (Probationers) and Executive Magistrates of District Samba, Legal Aid Practitioners of District Legal Services Authority Samba, Members of Juvenile Justice Board Samba and Child Welfare Committee Samba, faculty members and students of Dogra Law College Bari Brahamana Samba and Govt. Girls Hr. Sec. School Samba, Staff members & Para Legal Volunteers of District Legal Services Authority Samba.
Speaking in the first session, the resource person deliberated upon the Child rights with special reference to POCSO Victims and their Rehabilitation.
The second session focused on the Legal Procedure and the Resource Person emphasized the role of the Investigating Officer (IO) in the investigation of NDPS Cases as laid down in the provisions of NDPS Act,1985.
Speaking in the third session, the Resource Person deliberated upon practical aspects of Section 156(3) CrPC; and Basic Contours of Arrest of a Person under the Code of Criminal Procedure (CrPC) in view of the landmark Judgments of the Supreme Court like Priyanka Srivastva & Ors Vs State of UP 2015 Crimes(SC) 179; Arnesh Kumar Vs State of Bihar and Anr 2014, 8 SCC 273 and Lalita Kumari Vs State of UP, (2014) 2 SCC 1.
The proceedings of the program were conducted by Hitesh Sharma, Panel Advocate DLSA Samba.
