Jammu, Apr 20: The Congress party’s decision to appoint veteran politician and former Madhya Pradesh Chief Minister Digvijay Singh as an observer for its Jammu and Kashmir unit has sparked confusion and discontent among party leaders and workers in the Union Territory.
On February 15, 2025, the All India Congress Committee (AICC) appointed Dr. Syed Naseer Hussain as the in-charge of J&K Congress, replacing Bharatsinh Solanki after the party’s dismal performance in recent Assembly and Lok Sabha elections. Barely two months later, the AICC’s decision to name Digvijay Singh as an observer has left party members puzzled.
A senior Congress leader, speaking anonymously to The Early Times, expressed surprise at the move, stating, “Appointing an observer so soon after naming a new in-charge creates uncertainty and could disrupt party operations.”
On April 16, AICC General Secretary (Organization) K.C. Venugopal announced Singh’s appointment, tasking him with overseeing the party’s operations and coordinating with coalition partners, particularly regarding the INC-National Conference (NC) alliance, ahead of the upcoming panchayat and municipal elections. However, the decision has raised concerns about overlapping roles and a lack of strategic clarity.

The unease was echoed by a former J&K minister, who, on condition of anonymity, highlighted the disparity in experience between the two leaders. “Digvijay Singh is a seasoned politician with decades of electoral and administrative experience. Naseer Hussain, despite being a Rajya Sabha MP, has never contested an election, which raises doubts about his ability to navigate J&K’s complex political landscape.”
The appointment has fueled speculation about the Congress high command’s confidence in its current J&K leadership. While some view Singh’s role as a strategic effort to bolster oversight, others interpret it as a sign of diminishing trust in Hussain’s leadership capabilities.
With local elections approaching, this internal discord could weaken the Congress’s position in J&K.
The party leadership now faces the challenge of clarifying roles and restoring unity to prevent further damage to its prospects in the region.
The coming weeks will determine whether this move marks a temporary hiccup or signals a deeper crisis within the J&K Congress.
