Trump’s Visa Clampdown -An Opportunity for “Reverse Brain Drain”
9/26/2025 10:22:35 PM
Omkar Dattatray

The menace of brain drain is plaguing the country from more than seven decades and it is unfortunate and disturbing for the country that technically qualified young minds have been leaving the country for greener pastures abroad. The brain drains which is in no way good for our country has proved to be good for the developed nations where our young technocrats go to earn their decent livelihood. Remember the hiring of Indian professionals by the developed countries and also developing ones, contribute to accelerate further development of those foreign countries where our technically qualified youth have been heading for making a decent living but it all is at the cost of India. Bharat educates and trains its youth and spends gigantic volumes of tax payers’ money on their becoming professional. These trained and technically qualified youth are expected to serve our own nation, but alas they prefer other developed countries for earning their decent livelihood. No efforts are made at the governmental level both central and state levels to discourage the brain drain and in other words to encourage and motivate these best trained and qualified technocrats to serve in own country and thus while earning a livelihood also contribute to the development of the economy and its overall progress and prosperity. Now it seems that God come to our rescue to reverse the brain drain which is enemy number one of our developments. Thus, we can say that more than a visa setback it will boost to make in India which needs top trained brains. Therefore, the pertinent question arises is visa really a setback or a boost to make in India? . Brain drain is nauseating and it has retarded our development as it is an obstacle to our nations economic and social development. Brain Drain? Yes, India has spent trillions of moneys to educate and train human capital ostensibly for the developed world. It is most disturbing that half of the turnout of AIIMS/IITS/ NIT’s /IIMS have been leaving the country for free and instead of serving their own country, they are serving the developed countries and contribute to further development of those countries .We should be thankful to Donald Trump for his H-IB visa assault and it in fact will ignite the flame of reverse brain drain which will ultimately benefit India and its economy which is on the march to become a developed country by 2047.Trump has tried to give setback to Indian professional working in US companies but ultimately it will boomerang and it may prove a shot in the arm of India when those technocrats working in US companies will start leaving that country and return to India to serve motherland. While US President Donald Trump’s decision to impose an annual fee of USD 100000 on H-1B visas over its potential impact on the IT sector has met with expression of concern from some quarters, some industry observers believe the move could benefit India by reducing brain drain and strengthening the domestic technology ecosystem. Jayesh, Ranjan, Special chief Secretary, Investment and Industry [I &I] cell told TINE,” This decision by the US president could be game changer for India, especially for two Telugu states. More skilled workers may now choose to stay or return to India, which will fuel domestic innovation, startups and economic growth, and help transform India into a global technology hub. This will mainly effect American countries and some Indian youths who prefer going to the US. With this, many will be motivated to stay back ,and this reverse brain drain will strengthen economic opportunities, competitive wages and broader reforms.’’ Dr Kanneganti Ramesh Babu, founder and director Centre for Human Security Studies, and chairman, National Security studies, a committee of experts formed by UGC ,said the visa fee hike was temporary but could still influence India’s IT sector”. Though not permanent, this will be a massive game changer as many skilled professionals will be forced to return home. The increase represents a blow to big tech companies ,which rely heavily on such visas to hire engineers, scientist, and coders from overseas, particularly India .Atakan Bakishan, an economist at the investment bank Berenberg, said the move was an example of Trump administrations “anti-growth policymaking’’. By making it very expensive for companies to attract foreign talent, and by forcing some international students to leave the country after graduation, the brain drain will weigh heavily on productivity,” he added. The’’ Trump’s visa assault”, referring to a new dollar 100000 one-time fee for new H-1B visa applications, is expected to reverse brain drain by encouraging skilled Indian tech professionals to stay in or return to India. This policy shift, seen as a challenge for US Tech industry, creates an opportunity for India to foster a more supportive and innovative domestic technology ecosystem ,potentially transforming it into a global hub for advanced technology. By making it significantly more expensive for companies to hire foreign talent through the H-1B program, the policy could lead to increased local hiring and innovation within India, boosting its global competitiveness. The hefty fee significantly raises the cost for US companies to hire H-1B workers, leading to concerns about reduced profits. companies may face the difficult choice of paying the high fee or letting skilled foreign workers go, which could impact US productivity and innovation. Some US leaders view the fee hike as an opportunity to attract only the most exceptional talent to the US. Opportunity for India--A. The policy could transform the long -standing ‘’brain drain ’’from India into a ‘’brain gain’’ by creating more appealing domestic opportunities. B---Boosting Domestic Ecosystems –The increased cost of hiring overseas talent could incentivise companies to hire locally in India, fostering a stronger domestic tech workforce and innovation. -C—Becoming a Global Tech Hub---With US becoming more inward -looking ,India has a chance to position itself as a global leader in advanced technology ,attracting and retaining talent.-D—Shifting Towards Innovations—India can leverage this moment to accelerate its focus on high -tech fields like AI, semiconductors, and synthetic biology ,moving beyond traditional IT services.
In essence the Trumps visa fee hike creates a significant financial barrier for hiring foreign workers in the US, which while a challenge for American companies, may serve as a catalyst for India to develop its domestic talent and innovation ecosystem, turning the tide of brain drain into a significant brain gain. Detailing his support for Donald Trump, Mukesh Ambani said it is time for a reverse brain drain to happen”. It a high time that our brightest and best brains work for the benefit of India and Indians. We will see a reverse brain drain coming without doubt,’’ Ambani said while addressing at the India Today Conclave”. We are really at the beginning of human history of fourth Industrial Revolution and this is the first technology -based revolution that will affect all of us as human beings. Some of our brightest people are working outside the country and by whatever faith if they are brought back to this country, and they work for our country, they work for 1.3 billion and they work to improve their lives and put together a new developmental model. There cannot be a better blessing in disguise’’.
