| Agencies start monitoring doctors who fudged Shopian postmortem reports | | | ATUL SHARMA Early Times Report
Jammu, Nov 16: In the wake of multiple arrests linked to the recently busted “white-collar terror module” in Kashmir, intelligence agencies have begun closely monitoring the activities of several doctors previously dismissed for their alleged involvement in pro-terror activities. One such doctor is Dr. Nisar-ul-Hassan, former president of the Doctors Association Kashmir (DAK), who was terminated by the Jammu and Kashmir administration over alleged links with terrorist organisations. Despite this, he managed to secure a position as Assistant Professor at Al-Falah University in Haryana. Highly placed sources revealed that security agencies have now reopened scrutiny of two doctors—Dr. Bilal Ahmad and Dr. Nighat—who were dismissed from service in 2023 for allegedly falsifying postmortem reports in the infamous 2009 Shopian rape-and-murder case, acting at the behest of Pakistan-based terror handlers. The two doctors were found to have deliberately tampered with forensic evidence in order to fuel unrest in the Valley by falsely implicating security forces in the deaths of 17-year-old Asiya Jaan and her sister-in-law, 22-year-old Neelofar Jaan, whose bodies were recovered near a stream in Shopian on May 29, 2009. Their deaths triggered massive protests across the Valley, with widespread allegations of rape and murder. An initial medical team had claimed signs of sexual assault, further intensifying the agitation. Amid growing tensions, the then Omar Abdullah–led government appointed a judicial commission headed by Justice Muzaffar Ahmad Jan. The commission later suggested that the case had been misrepresented and that the protests were fuelled by misinformation. On August 12, 2009, the state government handed the case over to the Central Bureau of Investigation (CBI). Subsequent forensic examinations revealed that one victim was a virgin, conclusively ruling out rape. Fresh autopsies and detailed interrogations established that the earlier scientific evidence had been intentionally manipulated to lend credibility to fabricated accusations. The CBI concluded that both women had died due to drowning and determined that the slides of the vaginal swabs had been fabricated by Dr. Nighat in active connivance with other medical professionals. The agency charged the accused with attempting to malign security forces and violate Rule 3 of the J&K Employees Conduct Rules, 1971. With the emergence of the new terror-linked module involving medical professionals, security agencies are once again examining past actions of these dismissed doctors to rule out any renewed or ongoing links with Pakistan-backed networks. |
