Don’t deploy teachers for clerical works: DSEJ

Jammu, Jan 7: At a time when several government schools, particularly in rural areas, are grappling with an acute shortage of teaching staff, a significant number of teachers have been found performing clerical and office-related duties in Education Department offices across the Union Territory of Jammu and Kashmir.
Taking serious note of the situation, the Directorate of School Education Jammu (DSEJ) on Wednesday issued fresh and strict instructions directing that teachers must not be deployed for office or clerical work in the offices of Chief Education Officers (CEOs), Zonal Education Officers (ZEOs), or any other administrative units of the department.
In a circular issued by Director School Education Jammu, Naseem Javaid Chowdhary, it was stated that despite repeated directions in the past, the services of teaching staff continue to be misused for non-academic duties in various education offices. “The teaching staff are meant exclusively for academic responsibilities and shall not be engaged in any kind of office or clerical work in CEO or ZEO offices or in any other administrative setup,” the circular said.
Accordingly, all Chief Education Officers and Zonal Education Officers have been directed to immediately relieve such teachers and ensure their prompt reporting at their respective schools where they are officially posted.
The Director has also instructed the concerned Drawing and Disbursing Officers (DDOs) to stop the salary of any teaching staff found continuing in office attachments in violation of these orders.
Warning of strict consequences, the circular stated that any deviation from the instructions or failure to comply would be viewed seriously and may invite disciplinary action under the relevant service rules.
The move is aimed at ensuring optimum utilisation of available teaching staff and improving classroom teaching, particularly in remote and understaffed schools, officials said.
