Early Times Report JAMMU, Jan 11: Even as Modi government has been generously giving funds for Jammu and Kashmir, crores of rupees have been left unspent and are feared to lapse in the coming months due to the allegedly “poor state of administrative affairs” in the Union Territory. Sources said more than fifty percent of the funds lie unspent for the target period of the current fiscal, which concludes in March. The Jammu region is believed to be worst-hit with such funds lying unspent in majority of districts including the winter capital or the City of Temples. Sources said the absence of adequate powers vested in the District Development Councils and failure in the timely conduct for elections in the standing committees that would have financial powers for utilization of funds have been the major reason for the “financial laziness” on the part of the administration. Documents reveal that the Chief Engineer, PW (R&B) Department, Jammu forwarded in April 2016 to the Commissioner Secretary, PW(R&B) Department, a statement of work done claims amounting to Rs 155.47 crore in respect of 276 roads for sanctioning of funds under the project. Early Times Report Poonch, Jan 11: Residents of Dhara Dhuilyan here staged a protest on Tuesday against the failure of the Power Department to repair a transformer for the past many days. “We were forced to hit the streets. Our transformer developed snags eight days ago. For the first two days, Power Department employees didn’t lift the transfer.
