Separatist prevents PDD from meter installation

SRINAGAR, Sept 7: What could be seen as hijacking the working of state administration, the Power Development Department is reluctant to install metres in old city Srinagar as a separatist leader has been creating hurdles in the working of the government.
The PDD has been facing hurdles in installing metres in several areas especially in old city Srinagar which is considered a bastion of senior separatist leader Mirwaiz Umar Farooq.
"We are not able to install metres in old city Srinagar as many separatists are creating obstacles in doing so. Many of our employees were also beaten up in the past when they had gone to old city Srinagar for installation of metres," an official of PDD said. "We don't spare even the poor people in installing metres but government is reluctant to install metres there as separatists have warned government from doing so and threatened they will launch an agitation," he said.
The installation of metering would reduce the power pilferage and people will get 24-hour power supply. Once people will pay as per the usage of electricity, they will receive smooth electricity supply without any interruption.
The JKPDD has revised the metering plan and has proposed to meter all the consumers by the end of 2018-19. But no such initiatives have been started in old city Srinagar which witness frequent stone pelting incidents. "These people use electricity but pay government as per their will. It is these separatists who help them in power pilferage and stop government to install metres there," the PDD official said.
The PDD has projected installation of 1147723 metres from 2015 to 2019 in domestic and non-domestic categories of which 202374 have been installed during 2015-2016, and has projected installation of 252537 metres in 2016-2017, 344709 in 2017-2018 and 348103 in 2018-2019. The Department had earlier set up the target of 100 percent metering by 2014 and was later extended to 2015 after facing protests in various parts of the state especially in old city Srinagar and now set up the deadline to 2019.
A senior official of PDD said the installation of meters is an ongoing process and the department would make its completion by 2019. "The installation of meters has been halted in some areas due to protests. But the government has decided to move ahead and complete the installation of metering within next three years. But we need support from the government as some separatists are putting halt in the process and many a times created law and order problem," he said.
