Jammu, Feb 12: The alleged change in original design of Auto Mechanically Gate Barrage project in River Tawi by Irrigation and Flood Control Department on the direction of a former PHE Minister to save his land adjacent to the project site from inundation, caused huge damage to the under construction project and also delayed its completion which was scheduled to happen on March 31, 2018.
The Government had formed a committee in 2017 to ascertain reasons for repeated damage caused to the construction of Auto Mechanical Operated Gate Barrage (Wadi Tawi, Nikki Tawi) at Belicharana, Jammu.
The committee during its inspection showed resentment and observed that the collapse of curved barrage due to the devastating floods of 2014 and construction of the dumping site under the direction of the former PHE Minister whose land is situated adjacent to the barrage to prevent his land for inundation resulted in the collapse of the curved barrage.
During inspection, the committee was informed by the officials of the department that as per the approved design 70% water was supposed to flow from Wadi Tawi and 30% from Nikki Tawi. On the contrary after the construction of said dumping site, 70% of water flows from Nikki Tawi and 30% from Wadi Tawi.
It further said that the project was comprised of thirty one gates, eleven in Wadi Tawi, twenty in Nikki Tawi, which was approved in the year 2010 and the date of completion was set as March 31, 2018 as per the approved designs having length of 370 mtr and height 4 mtr with sluice gates across River Tawi at an estimated cost of Rs 70 Cr. It was further added that in the year 2016, the work on the project was stopped due to onset of monsoon resulting in inordinate delay while executing the construction work. He further added that 80 % would be completed in the year 2018. The Ministry of Water Resources Government of India under AIBP had allotted the funds under 13th Finance Commission. The project of executed as per the approved design and specification after observing all the Codal formalities.
Undue interference of former PHE minister has delayed completion of Tawi Barrage and also delayed its completion.
