Jammu, June 11: Who is running the show in the Department of Education is the question being debated within the state dispensation, with officials wondering whether it is the incumbent minister or the Chief Minister who is taking vital decisions pertaining to the functioning of the department.
Sample this; on May 26 the Education minister revoked the order related to the clubbing of the government-run schools in the state. The minister ordered that the staff posted in the de-clubbed schools is under strict directions to report to its original place of posting and enhance the enrollment within a week.
However, merely 48 hours after the minister issued the order, the Chief Minister revoked it and upheld the earlier order issued by the former minister.
The Chief Minister revoked the order of de-clubbing already merged schools, implying that the order amounted to being a "counter-reform". "The CM has directed the Education department to stop de-clubbing of schools which was initially started in Jammu region a few days ago," a top official in Civil Secretariat was quoted by the media as saying.
On June 10, the Education minister in Srinagar stated that a high-level committee has been constituted that will look into the issues pertaining to the delay in the disbursement of the salaries of the SSA teachers in the state.
The minister said on June 10 that the government has constituted a high-level committee to obtain inputs from all stakeholders in order to ensure speedy resolution of SSA teachers' issues.
The committee headed by Secretary School Education Farooq Shah would have Director Sarva Sakshi Abiyan (SSA), Director School Education Kashmir, Director School Education Jammu, Special Secretary Education, Director Planning Education Department and FA&CO of Education Department as its members.
Here again, merely 24 hours after the statement was issued by the minister, the Chief Minister while setting aside the announcement of the committee released the salaries of SSA teachers on June 11.
Giving a major relief to the teachers working under SSA, Chief Minister Mehbooba Mufti ordered the immediate release of Rs 143 crore for paying their pending salaries. The Chief Minister also asked the Finance Departments to explore further resources to ensure that maximum relief is extended to the SSA teacher fraternity.
A senior official privy to the development told Early Times that while the portfolio of the Education department was given to a new man during the recent cabinet revamp, the Chief Minister is maintaining a close vigil on the department and is not allowing any wrong decision to be taken.
"It is a tricky question about who is really running the show in the education department. As we have a minister for the department, the role of the CM into its functioning is emerging crucial with each passing day," says an official of the department.
