HPCL denies information about dumping sites
RTI activist files 2nd appeal

Srinagar, Aug 14: The Hindustan Petroleum Corporation Limited (HPCL) has denied to share information regarding its alleged illegal dumping sites in Srinagar which has now forced the RTI activist to file a second appeal before the State Information Commission (SIC). As per details available a noted RTI activist (name withheld) sought details of retail LPG outlets allotted in various areas of Srinagar and Budgam districts from 2011 to 2014 . He also sought copies of newspaper cuttings along with names of newspapers wherein advertisements in this connection were published (from 2010 till 2014). In addition to it information related to establishment all the dumping sites of LPG retail outlets was also sought . The activist in his RTI application questioned the PIO of HPCL's Regional Office at Bari Bhramana Jammu about the location of their dumping sites in Srinagar . The RT l application dated May 13th 2014 reads as " whether the dumping sites are located inside or outside the population ? I want to inspect all the dumping sites under the provisions of J&K RTI Act 2009 & Central RTI Act 2005 section 2 (i) . I may be intimated about the same on my cell number & email id " When the PIO , Regional Manager HPCL Jammu failed to provide the said information , the RTI activist filed an appeal before the First Appellate Authority (FAA) an officer senior to Regional Manager. The FAA also failed to provide the information and neither the appellant was heard. This prompted the RTI activist to file a second appeal before the SIC The 2nd appeal filed before SIC reads: " That the respondent PIO did not discharge his statuary obligation to furnish the requisite information to the appellant within the prescribed period of 30 days and thus committed a willful default within the meaning of the J&K RTI Act 2009" "The HPCL is deliberately withholding the information about LPG dumping sites as most of these sites are located in densely populated areas of Srinagar city. I am sure that SIC will penalize the PIO and ensure this information is made available to as the information is of utmost public importance " said RTI activist who is seeking the requisite information from HPCL
