Centre asks J&K to submit detailed proposal for relief package

JAMMU, Jan 24: The Union home secretary has informed Jammu & Kashmir governor NN Vohra that the state government should prepare a detailed sector-wise proposal and submit it to the Centre so that the Rs 44,000-crore flood relief and rehabilitation package could be released.
"As regards to the release of funds for reconstruction of damaged infrastructure, the home secretary has informed the governor that the state government needs to prepare a detailed proposals for each sector and send the same to the concerned ministries of the government of India.
"He has also informed that a copy of each proposal should also be sent to the Union home ministry so that it can follow up on its end," a Raj Bhawan spokesman said here on Saturday.
He said immediately after promulgation of the governor's rule, Vohra had asked the revenue secretary to pursue the Centre for an urgent decision regarding the Rs 43,959.56-crore package, which had been forwarded to the Centre by the state government on October 11 last.
"...This package comprised proposals for the release of funds for the relief and rehabilitation of the families affected by the floods, besides for the reconstruction of the damaged infrastructure," he said.
The proposal forwarded by the state government comprised two components -- an amount of Rs 2,926.11 crore for providing relief and rehabilitation to the affected families and Rs 41,033.45 crore for reconstruction of damaged infrastructure.
"...The governor has spoken to the Union Home Secretary to seek an early decision in regard to both components of the special package," the spokesman said.
The Union home ministry has informed the Governor that the decision in regard to the first component of the package for the provision of relief and rehabilitation of the affected families shall be taken in the next few days.
Meanwhile, the governor has asked the chief secretary to convene an immediate meeting of all concerned secretaries and fix a dateline by which each of them shall prepare detailed proposals and have the same delivered to the concerned ministry, the spokesman added.
