FC officials, influential contractor ignore CE's directions
Extract, sell sand illegally; View Jehlum widening positively : SE

Anantnag, Feb 14 : Throwing directive of Chief Engineer Irrigation and Flood control to winds, the influential contractor in connivance allegedly with the IFC officials has ostensibly dumped the extracted sand at undisclosed locations in Bijbehara area of this south Kashmir district thus causing a heavy loss to state exchequer, sources told Early Times on Saturday.
They said a few days ago when Assistant Director of Fisheries voiced his apprehensions about the illegal sand extraction from river Jehlum at Bijbehara, Chief Engineer Irrigation and Flood control visited the area and directed his
subordinates to execute the work in accordance with rules.
Chief Engineer also reportedly grilled his officers for allowing illegal sand extraction instead of removing silt from the river banks. Official sources said that after the illegal sand extraction at a very large scale grabbed the attention of media, the contractor stopped extraction for many days, however he has now again resumed extracting the sand with the support of officials who are supposed to stop the extraction. They said that the contractor is not only extracting sand and selling it in open market but is dumping the surplus in far off villages. "Chief engineer has directed the contractor to dump the sand at place so that the same could be auctioned once the work is fully executed, however the contractor with the support of our senior officials is dumping sand at undisclosed location in far-off villages," said an employee wishing not be named. He said the contractor has already dumped sand at seven different locations in Bijbehara town but department hasn't yet brought it under their control and the contractor is selling the same also. He said that a large quantity of sand is being also dumped in Kanelwan area of Bijbehara some 12 kms from the Bijbehara town. Locals said that under the garb of widening of river Jehulm tainted officials of IFC department were looting the state exchequer and damaging the natural resources. They urged Governor N N vohra to take strict against the erring officials. Pertinently, throwing norms to winds, Irrigation and Flood control department has allotted this contract to blue-eyed contractor without going through the mandatory tendering process. Superintendent Engineer of Irrigation and Flood Control, when contacted assured action, however advised this reporter from highlighting the issue negatively. "This widening of Jehlum should be viewed positively," he added. The Deputy Commissioner Anantnag, Syed Tasaduq Jeelani also assured action, however said that Chief Engineer can take swift action as he himself is monitoring the execution of work. "It is ok you informed but if you can contact Chief Engineer he will surely take action as the issue pertains to him," the DC said.
