Let BJP-PDP Govt. make four Commissions functional

Now that the PDP-BJP Government is to as
sume office in Jammu and Kashmir shortly
the ruling coalition will prove a failure if it wastes its time and energy on tabulating whether the PDP had scored over the BJP or the vice versa.The BJP and PDP coalition,which by all means is treated as a coalition of compulsion instead of convenience, should follow one and only one mantra which is giving to people of the state good governance.In fact during the last over 30 years political,administrative and economic problems in Jammu and Kashmir have accumulated because of poor governance.
During the previous Congress-NC coalition Government the two parties had established a coordination committee which was supposed to act like an apex court.The coordination committee was supposed to issue directions and lay guidelines for the two parties that had decided to share power.But for most of the time, the coordination committee remained a toothless tiger.Its members met rarely and whatever decision the committee would take were not implemented by the ruling coalition.
It is hoped that the new BJP-PDP Government may avoid emulating the Congress and the National Conference.Well there has been many things common in the National Confer ence and the Congress which is the result of their long years of conflict and association. Against this there is nothing common in the PDP and the BJP.This way one may not say that when the Congress and the National Conference,which had many things in common,had failed in their delivery system how can one expect the BJP and the BJP,two parties that do not have much in common,to promote coordination and unity ?
But those who harbour such fears and doubts need to realize that opposite poles attract while the same poles repel.On the basis of this analogy one hopes that the BJP and the PDP may provide a strong,stable and suitable Government which would be in a position to resolve varied problems of people.
At one stage the State of Jammu and Kashmir was second to Bihar in corruption and in poor development. Bihar has taken a number of steps which have yielded positive results thereby improving its growth rate. But poor governance in Jammu and Kashmir, during the last 30 years, has deprived people of the taste of development. The state banks on heavy imports of not only foodgrains but for all consumer items right from medicines, perfumes,milk, mutton and milk products, vegetables.
The new Government is expected to review the import-export activities and initiate measures that could improve industrial growth. For enabling the state of Jammu and Kashmir to have the benefits of industrial growth it has to take steps for motivating the central Government and private companies for investing heavily in the sector of industry.During the last 25 years neither the central Government nor the major industrial and business houses invested in Jammu and Kashmir because of difficult security scenario,the result of Pakistan sponsored proxy war.
Another issue that awaits the attention of the new Government is to make four commissions,which hold key to good governance,functional.
These commission are either headless or memberless or both.First of all the Public Service Commission (PSC), which is supposed to fill vacant gazetted posts in Government departments is not only headless but it has no members after K.B.Jandial retired in November last.The Government should appoint chairman of the State Accountability Commission which is as good as a Lok Ayukata in other states and some members so that the SAC is able to function properly.The Government is supposed to make two other commissions, Human Rights Commission and the Backward classes commission functional by appointing chairmen and members.
It would be a dream come true if the BJP-PDP ruling coalition declares a war against corruption. Mufti Mohd. Sayeed has remained a vocal supporter of resumption of India-Pakistan dialogue process and increased trade and people to people contact between the divided state of Jammu and Kashmir it would be in the fitness of things if he made a fervent appeal to Islamabad to stop using the soil of Pakistan for exporting terror to Jammu and Kashmir. Once he does so Islamabad may listen to him as it knows that if it turned down the appeal from Mufti whatever goodwill people and political leaders in jammu and Kashmir have for Pakistan will be lost.If Islamabad does not listen to Mufti's appeal the state Government should upgrade police so that it launched operations against the militants.The new Government has to ensure peace which holds key to progress.
