Jammu, Feb 23: The vigilance organisation, Kashmir (VOK), has booked some officials of urban local bodies (ULB) for fraudulently releasing salary in favour of an employee. The verification conducted into the allegations pertaining to unauthorized release of salary worth more than Rs 2 lakh in favour of accused Mushtaq Ahmad Dar, son of Ghulam Rasool Dar of Check-e-Charthram, Pattan, who is works supervisor in Urban Local Bodies (ULB), Kashmir, revealed that Freddie Needu, then administrator of Notified Area Committee (NAC), Tangmarg, Gulmarg, had illegally deputed Mushtaq Ahmad Dar For undergoing three-year diploma course in civil engineering in Government Polytechnic College, Srinagar, in 1989 despite the fact that the government had earlier rejected the proposal regarding the selection of Mushtaq Ahmad Dar for the course vide GAD correspondence issued under endorsement No TRBH/RES/04/81-82 on September 6, 1988. During the course of verification, it also emerged that Mushtaq had been appointed as works supervisor in NAC, Tangmarg, vide order No NAC/GT/87/26 on October 5, 1987, issued under the signature of the accused administrator when he was underage at that time as his actual date of birth as per records is January 9, 1971. It also surfaced that Mushtaq allegedly managed BE Degree in Civil Engineering illegally from Regional Engineering College, Srinagar, as a regular student during the period November 1995 to May 2000 and accused officers -- Kachoo Isfandyar Khan, then ACR/Chairman of NAC, Kargil , Saleem Mohammad, then ACR /Charmin of NAC Kargil, Mohammad Yousuf Bhat, Ghulam Mohammad Dar, Mohammad Amin Shah, Bashir Ahmad Bijili and Wali Mohammad Bhat, then ULB Executive Engineer, by abusing their respective official positions, released the salary illegally in favour of Mushtaq for the said period for which he was not entitled to and as such conferred undue benefit upon him thereby causing huge loss to the state exchequer and corresponding wrongful gain to the accused. Moreover, Mushtaq had been shown present on duty during the period he pursued BE degree at REC, Srinagar. Accordingly, a case FIR Nos 13/2015 under section 5(2) of P C Act Svt. 2006 against the accused was registered in VOK police station. |
