Who is shielding CEO Budgam?

Srinagar, Feb 23: It has been more than six months since the Vigilance Organisation Kashmir (VOK) registered corruption case against the Chief Education Officer (CEO) for regularizing the services of fourteen backdoor appointees in Budgam district, but till date the said officer has not been relieved by the Government. The tainted CEO is facing inquiry in one more case of illegal appointments while he served as chairman of district recruitment committee for class IV employees. Aspirants are protesting and agitating against the officer but Government seems unmoved.
As per details available with Early Times, the Chief Education Officer (CEO) Budgam and 14 other officials were found involved in large scale irregular appointments and misappropriation of funds in Education Department by an inquiry Committee formed under the directions of former Chief Minister. The Inquiry was initiated after a complaint was filed before the CM's office. During the course of investigation it was found that 14 minors aged between of 7 and 14 years were employed in Education Department as class IV employees in Budgam district. This all was done in gross violation of civil service conduct rules. The CEO Budgam, Nazir Ahmad Dar had regularized the services of all the 14 minors inspite of the fact that they were underage at the time of their appointment . The Committee of Inquiry was constituted by the then Divisional Commissioner Kashmir, Shailendra Kumar, in July 2014 on the directions of CM and the committee submitted its report to Divisional Commissioner who inturn submitted the same before the Chief Secretary. The report clearly indicted CEO Budgam and several Zonal Education Officers (ZEO's) but the former Director Education, Tariq Ali Mir, only suspended three ZEOs and let CEO go scot free.
"The Vigilance Organization Kashmir filed a formal case in this case against the CEO and other officers, but till date the Govt did not bother to even transfer the CEO Budgam Nazir Ahmad Dar" said Fayaz Ahmad (name changed) who works as Govt teacher in Budgam district.
The CEO Budgam in a fresh case has been accused of making class IV appointments in District Education Department recently. Last month job aspirants staged a massive protest against corrupt Chief Education Officer Budgam Nazir Ahmed Dar and alleged that the said officer received money in lieu of class IV appointments in the district.
The candidates had assembled at Press Enclave Srinagar and raised slogans against the 'tainted' officer.
According to sources the provisional selection of the candidates, a five member committee was constituted in which the CEO Budgam Nazir Ahmed Dar was appointed as Chairman of the said recruitment committee despite the fact as many as two dozen aspirants for the said post were his close relatives.
"The norms have been thrown to the wind while filling the class IV posts in the education department. I have secured 75 percent marks in Matric and 73 percent in class 12, but failed to find my name in the final list. Instead, many candidates have made it to the final list whose percentage is far lower," said Sajad Ahmad.
