Upset over transfer, Uttam Chand may opt for central deputation

JAMMU, June 21: Upset over his transfer for making efforts to "maintain law and order situation at Satwari after the removal of Bhinderwale's posters by police on May 4 last", then Jammu SSP Uttam Chand may proceed on central deputation.
Disappointed over his transfer, he had proceeded on leave and gone home in the neighbouring Punjab. Since then, he has extended his leave twice, according to police sources.
He felt that his efforts to keep the situation under control at Satwari should have been appreciated bis seniors, the sources added.
Chand, said to be the only 2005 IPS officer in J&K, was transferred from Jammu on May 5 last to pacify the agitating Sikh community members. A youth was killed in police firing on violent protesters near Satwari on May 4 last and the area had to be put under curfew for two days.
The decision to transfer him was taken late May 5 night in a meeting of the senior state functionaries with the representatives of Sikh community. His transfer made him unhappy. Next morning, he sought verbal permission from his seniors and went home in Punjab on leave. Since then, he has been out of Jammu.
Sources said since he had now been asked by seniors to come back to Jammu, he was likely to return on June 22. He would remain attached with police headquarters till his further posting, the sources added.
Sources said the SSP was very perturbed after the meeting unanimously agreed to transfer him on May 5 night.
He was making his all out efforts to proceed on central deputation to Delhi and would try for a posting in NIA which already had some J&K cadre IPS officers.
He was likely to be promoted to the rank of deputy inspector general of police next year, sources informed.
