CMO issues order to enforce decorum, work culture in Secretariat
Strict instructions to security staff: no entertaining of VIP passes

Jammu, July 10: In order to ensure ambiance of work culture and some office decorum within the Civil Secretariat premises, the Chief Minister's Office finally today came out with an official order that would be implemented in spirit forthwith. The order is meant to regulate not just rush and crowd of common visitors but also for officers of various departments often seen visiting Secretariat and buzzing around the corridors of their political masters.
Sources said this order issued today is meant to enforce some discipline and décor within the highest seat of governance in terms of huge public rush seen since early morning. Visitors' rush early in the morning , much ahead of their actual timing in the afternoon has been hampering the work in various offices which they visit and make beeline, sources said, adding that in some departments people converge in hordes ahead of arrival of ministers and Commissioner Secretaries. Sources further said that while this has been going on for quite some time, the matter when raised with authorities concerned revealed that public visiting ahead of scheduled timing have been making entries conveniently on the basis of entry passes which they manage on account of political connections. However, as rush of common visitors was found to have been impacting the work in early hours of offices for both ministers as well as the bureaucrats, besides pestering the personal staff of ministers, CMO came out with a formal order in which necessary instructions have been given to the security staff of the Secretariat not to allow common visitors nor entertain any VIP passes they often show for facilitating their entry inside before 1 pm which is the official timing for visitors. More importantly, sources said a strong message has gone to the officers who frequently visit the Secretariat leaving their duties in respective headquarters , mostly to bustle around their ministers and senior officials in the parent department. Sources said even if any officers intend to visit for official purpose, they shall have to exhibit a valid reason or communication order from concerned authorities in the Secretariat, sources said adding that it has been done to enforce work culture at all levels both inside and outside the Secretariat.
