Professionalism prevails over brotherhood
Yajin Bhatt 8/23/2015 11:14:22 PM
Civilizations which adored the land right from the times immemorial were governed by some factors, which made them survive the test of time and upheavals both manmade and natural ones. Brotherhood is one such factor which kept the threads of every civilization strong and sturdy. In fact not only civilization but small building units of society right from the family to various communities survive because of brotherhood. Brotherhood can therefore be termed as predecessor of patriotism but in this modern world only this kinship cannot help any nation or community to progress and prosper. Professional approach is the need of hour, be it in our industries, educational institutes, corporate sector or any other services. It is professionalism that keeps developing nations behind the developed ones. In other words professionalism is the index for the degree of development in any given sector.
Both professionalism and brotherhood should go hand in hand but unfortunately what we see today is something which brings wrath to the human existence and wisdom. In many societies brotherhood overpowers professionalism. Undoubtedly, brotherhood is based on emotions and results in short term gains but professionalism with its widespread, vast dimension and with least chances of errors brings out the well desired results. As professionalism denotes brain and the brotherhood denotes heart so for a country or society or any organization for that matter there should be perfect balance between the two, the same way the head and the heart should function in coordination for the proper functioning of the body. One such example wherein brotherhood based on emotional sensitivities rides over the professionalism and resulted in the complete failure of the system and has proven harmful to the building blocks of nation that is Children, is the dilapidated education system in the state of Jammu & Kashmir. Education is a crucial plank in the process of development in any nation or any region or state and helps the people right from the childhood to become conscious and conscientious participants in the process of development. Education empowers the citizens of a country to become the active stakeholders, especially in a country like India where illiteracy is still a crucial factor. The keyword professionalism holds a considerable importance for the builder of nation that is Teacher to provide education anywhere or whatever circumstances he/she works in. The education sector of J&K is limping because of lack of the professional integrity, which comes from the manpower armed with knowledge, intelligence, dedication and accountability. All such factors seem to be missing from the educational scenario of this place. Today J&K has total number of 24,265 schools with 1.43 lakh teachers and the annual budget allocated for them is more than Rs. 6,000 cr. As known to everyone, the performance of these govt. run schools is a complete failure. There are govt. schools across the state that has Zero number of students' enrollment. It seems that these schools have been sanctioned by successive govts. Just to generate the employment for the sake of brotherhood. Another plight related with them is the poor pass percentage. Despite such an enormous budget and human resources allocation the education dept. is producing no results rendering the position of this state 6 from bottom in terms of literacy rate. An employment drive in the education sector, especially up to middle class level was initiated by the Govt. of J&K to appoint the ruler educated youth in the said department under the "Rehber-e-Taleem" ReT scheme. But the outcome of such scheme when gauged was something shocking and hilarious as well. Today, a govt. school teacher or a teacher appointed under ReT is not able to pen-down even a simple composition on Cow. While as he is teaching the English subject in the middle school. Imagine the plight of such poor kids and their educational standard when they will come out from so called high school. This is how things worsen when the professionalism is ignored and kinship is given preference and that too blind folded. Today is the era of globalization; the entire world is shrinking because of development in science and technology. If our builders of nation will not be well equipped with knowledge then how can the students be expected to excel and how can the talent get the exposure to bloom in real sense. To survive in the competitive world the overhauling of the education system in J&K is required speedily without further delay. Some of the initiatives which can likely be taken include starting of training programs and vocational courses for such teachers, creating IT awareness among the rural teachers and students, promoting creativity among students by organizing debates, cultural activities, talent search programs etc.. Also while appointing the teachers under ReT the academic qualification should be given due consideration rather than Brotherhood, because by appointing political, bureaucratic or any VIP references we are inviting much harm rather than good to the society as a whole. When we talk about the performance of Govt. run schools the private schools are the first preference. Even the middle class people prefer to pay lacs to the private schools rather than enrolling their kids in the govt. schools. In spite, of the fact that the salary of the teachers working in private schools all across the said state is far less than what the govt. teachers get, yet the performance of former is far better than the latter. This is because in private institutions there is accountability, commitment and healthy competition to excel not only in academics but also in the extracurricular activities. When the teachers give their best guidance and put in their best efforts the result comes forth in the form of products like Shah Faisal faisal and dozens of IAS qualifying brigade year after year, from the urban educational institutes of the state. But unfortunately, our rural kids lack efficient and eligible guides' which could have shown them the right track towards better future. As a result most of the rural kids either ends up as school dropouts and the hidden talents goes unexplored or leave their studies halfway leading to bleak future. Such youth become readymade prey for the antisocial elements as well. Before the situation of Kashmir will turn like another Sudan where people suffer due to lack of quality education, quality health services and other relevant facilities, the authorities must take requisite measures to mend this chaotic situation.
Owing to this disproportionate education pattern between the govt. and private schools, in other words urban and the rural areas, the rich and the people who afford can give the best possible education to the children outside the state or even outside this country but the poor or rural child can never think to come out from the shattered walls of his govt. school, adored with much shattered furniture if any and an under qualified teacher who is more worried about his salary or transfer rather than the future of the student. It is the duty of state administration to bring in equality of education as well, so that all the students both urban and rural get equal exposure, equal opportunity to explore their talents. The rich getting richer and poor getting poorer situation is no longer acceptable as everyone has the right to prosper and progress. In the recent landmark judgment of Allahabad HC, directed the Uttar Pradesh government to make it mandatory for the government employees and those serving in the local bodies to send their kids to government-run primary schools. In its order, the HC asked the state government to take appropriate steps to ensure that these guidelines are implemented from the next academic session. In case the government employees fail to send their kids to the government schools, an amount, which they are paying as fee for their wards in private schools, will be deducted from their salaries every month. Govt. of J&K should adopt similar provisions to overcome this chaotic situation in the state run schools as soon as possible.
