I&FC Department ignorant of its own assets
Fails to maintain computerized data

Jammu, Aug 23: Despite spending crores of rupees on execution of several irrigation schemes and making its assets across the state under Accelerated Irrigation Benefits Progamme, Irrigation and Flood Control Department, due to its lackadaisical approach, has failed to maintain such records of its assets.
Sources told Early Times that to safeguard against misuse of assets and to assess further requirements as well as to provide for their periodical maintenance and repairs, the maintenance of records of assets is essential but the Irrigation and Flood Control Department has not maintained any computerized records till date which shows the non serious approach of the department towards the public properties.
"The department had, over the years, acquired fixed and other assets in the shape of canals, khuls etc. under Accelerated Irrigation Benefits Progamme, but not computerized data of such assets showing book value, years of acquisition, physical status and extent to which they were utilized was in existence in any divisions," they said.
They further informed that the annual physical verification of assets, which is mandatory, was never conducted by the Chief Engineer, Executive Engineers or at administrative department level during the period 2009-14.
"It is very important to maintain computerized data of the assets of department so that proper information of year of acquisition of the assets with physical status could be obtained" they said further adding that in absence of such record the assets which caused damaged to assets and as well as the loss of property and ultimately defeat the purpose of schemes.
Sources further disclosed that the overall impact of the Accelerated Irrigation Benefits Progamme on agricultural related parameters of farmers showing increase in irrigation area, total agricultural production, crop rotation etc. and social-economic development parameters showing direct and indirect benefits were never got studied or evaluated by any internal or external agency to know the overall impact of the completed schemes.
